Overcoming challenges on key traffic projects

Dak Lak province is currently implementing two key traffic projects, including the Ho Chi Minh Road Construction Investment Project, the eastern bypass of Buon Ma Thuot City, and Component 3 of the Khanh Hoa - Buon Ma Thuot Expressway Project, Phase 1.

Recently, the central ministries and branches have joined Dak Lak province to remove difficulties and obstacles in the process of implementing projects, with the highest determination and effort to speed up the construction progress.

According to the committed schedule, by the end of June 2025, the Ho Chi Minh Road Construction Investment Project, the eastern bypass of Buon Ma Thuot City, will basically complete the main route. However, in the past time, this project has encountered many difficulties in site clearance (GPMB).

After the entire area of ​​Buon Ma Thuot City was handed over last May, up to now, on the main route, there are still 113 m in Cu M'gar district that have not completed the site clearance work.

As of June 3, 2025, although the locality has issued a decision approving the compensation, support and resettlement plan when the State reclaims land for the first 113 m of this project with a reclaimed area of ​​nearly 1,700 m2 of 10 households and individuals, at this location there are still 3 households subject to resettlement whose plans have not been approved (of which 1 household is completing and submitting the plan for approval, the remaining 2 households are stuck with legal procedures regarding land use right certificates).

The most difficult bottleneck in the construction of the Eastern bypass road of Buon Ma Thuot City, the section passing through Buon Ma Thuot City, has been resolved.

For the 9-household plan (no resettlement), 4 households have completed the appraisal and are preparing to submit for approval; 2 households are stuck with legal procedures regarding land use right certificates and traffic safety corridors, and 3 households are stuck with planning within the scope of 2 spillways.

Meanwhile, the project section through Krong Pac district has handed over 100% of the main route, but the drainage system at canal No. 2 at Km13+203.5 is still stuck with about 120 m of 2 households, the plan was approved in 2022 and 2023 but has not agreed to receive money to hand over the site.

The above problems have not been completely resolved, leading to the risk that the project will not be able to finish on schedule.

Recently, at a working session with the People's Committee of Dak Lak province, Deputy Director of the Department of Economics - Construction Investment Management ( Ministry of Construction ) Nguyen Bach Tung said that, although ministries, branches, localities and related units have tried their best to overcome difficulties in the process of project implementation, the remaining volume is currently about 16%, but this is the rainy season so the construction is facing many disadvantages due to the weather. Therefore, the investor needs to actively coordinate with the hydrometeorological forecasting agency to understand the weather situation to have appropriate construction solutions for each location.

Mr. Tung noted that for ground construction sites, drainage measures must be taken to ensure dry ground and crushed stone aggregate foundations must be deployed early. In particular, in areas where the first layer of plastic foundation is to be constructed, the foundation must be completely dry before the second layer can be applied to avoid subsidence and peeling after use.

Up to now, the difficulties and problems of the Component 3 Project of the Khanh Hoa - Buon Ma Thuot Expressway Project have been paid attention to by the central ministries, branches and the province, and have been promptly resolved to speed up the progress. However, by the beginning of June, the project progress was 14% behind, due to difficulties in material sources and prolonged rainy weather conditions that prevented the contractor from carrying out construction.

Mr. Dang Tho Dan, Head of Traffic Project Management Department, Provincial Traffic Construction Investment and Rural Development Project Management Board, said that the difficulties in the source of soil and rock materials have been basically resolved. However, the unfavorable weather, with rain lasting for many days from May until now, has made the implementation of foundation, road surface items... very difficult, even some items are almost impossible to implement because of the lack of quality assurance. However, with the spirit of "Only work, no backtracking", the investor and contractors are trying to ensure the progress of the items, build implementation plans when the weather is favorable, and make the greatest effort to compensate for the slow volume. Currently, across the entire project, contractors have organized 41 construction teams, with 462 equipment and 765 workers working simultaneously on the construction site.

Speaking at the meeting with the Ministry of Construction, Vice Chairman of the Provincial People's Committee Truong Cong Thai said that the province has focused on resolving problems related to waste dumps, material supply sources, and residential roads, creating maximum conditions for contractors to construct, ensuring progress. The Provincial People's Committee directed contractors who are exploiting and transporting materials at the special mine to construct day and night, making up for the delayed volume. Main contractors and subcontractors must regularly coordinate to support construction, progress is a mandatory requirement, and cannot be delayed.

Deputy Minister of Construction Le Anh Tuan highly appreciated the strong leadership of Dak Lak province's leaders in key traffic projects being implemented in the province. Investors and contractors have closely followed the progress, basically ensuring the set plan. However, the workload is still quite large, investors and contractors need to focus more on organizing construction teams at the construction site. The Ministry of Construction will accompany the province to remove obstacles in the process of implementing the projects.

According to the committed schedule, the Ho Chi Minh Road Construction Investment Project, the eastern bypass of Buon Ma Thuot City will be completed before June 30, 2025; Component 3 project will be completed before August 30, 2025.
