On October 22 in Hanoi, the Ministry of Culture, Sports and Tourism (MCST) held a workshop to collect opinions on the draft Code of Conduct for Cultural Conduct on Cyberspace under the chairmanship of Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh.

Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh emphasized that besides positive impacts, cyberspace also brings many challenges to managers and negative impacts to users.
In particular, deviant behaviors on the internet are creating risks and negatively affecting the formation and development of personality, ethics and lifestyle of young people, causing many parents to feel worried and troubled.
According to Permanent Deputy Minister Le Hai Binh, it is extremely necessary to guide behavioral standards in cyberspace. In addition to legal regulations, the Code of Conduct in Cyberspace, when issued, will be the foundation for building a cultural environment in cyberspace; so that cyberspace is a place to spread positive and humane values.
Permanent Deputy Minister Le Hai Binh also stated that when the Code of Conduct is issued, ministries, branches, agencies, units and individuals need to join hands to spread the Code of Conduct in life; demonstrating that they are responsible social network users.

The Permanent Deputy Minister suggested that after recording the comments, the drafting agency needs to seriously absorb and research so that the Code of Conduct closely follows reality, creating consensus and joint implementation from the whole society.
Deputy Head of the Central Propaganda and Mass Mobilization Commission Tran Thanh Lam said that in addition to legal regulations, the promulgation of a Code of Conduct on Cyberspace is necessary and is expected to have a direct impact on about 76 million social network users in Vietnam.
Mr. Tran Thanh Lam assessed that the draft was assessed to be closely following the vivid reality of activities in cyberspace; along with learning from the experiences of a number of countries in the world .
People's Artist Xuan Bac, Director of the Department of Performing Arts - Ministry of Culture, Sports and Tourism, said that behaving civilly online is not only an ethical requirement but also a social responsibility of each individual and organization.
According to People's Artist Xuan Bac, images, words and behavior online all contribute to reflecting the cultural level of users. "Cyberspace is an open environment, anyone can become an actor, director, or even an editor. Therefore, if there is a lack of awareness, aesthetics and standards, this environment will quickly be dominated by deviant and offensive content" - said the Director of the Department of Performing Arts.
Director Nguyen Xuan Bac added that there are currently many reputable companies, but there are sub-channels and small channels that provide content that is not really suitable.
"There are titles in short plays that are very offensive, causing immediate misunderstandings, negatively affecting viewers. This is also a way to deliberately create misunderstandings and stimulate" - Director Nguyen Xuan Bac said. Therefore, Article 7 of the draft needs to raise awareness and have clearer and more detailed bindings with service providers and content providers.
According to Ms. Nguyen Thi Thanh Huyen, Deputy Director of the Department of Radio, Television and Electronic Information, the Draft Code of Conduct for Culture on Cyberspace (2nd time) received comments from 59 units, of which 45/59 units agreed with the draft, the rest had some other comments such as: Separating the group of subjects regulated by press agencies, media and advertising companies, performing arts organizations; Adding provisions on word interpretation; Removing provisions on rewards and discipline in the draft Code; Adding mechanisms and procedures for scanning, detecting and handling violations of fraud or false advertising; Clarifying the specific responsibilities of relevant organizations and agencies.
The second draft of the Code of Conduct for Cultural Conduct in Cyberspace consists of 3 chapters and 11 articles guiding civilized behavior, building a healthy cyberspace and enhancing the responsibility of individuals, influencers in cyberspace (KOLs, KOCs) and businesses, in which some concepts such as Civilized and polite behavior; Influencers... are added.
