POLICY OF BUILDING A UNIFIED SET OF TEXTBOOKS Establishing a synchronous knowledge foundation nationwide

During the discussion session in groups at the 10th Session of the 15th National Assembly on the Draft Law on amending and supplementing a number of articles of the Law on Education, delegate Nguyen Thi Quyen Thanh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee agreed with the policy of building a unified set of textbooks nationwide.

During the discussion session in groups at the 10th Session of the 15th National Assembly on the Draft Law on amending and supplementing a number of articles of the Law on Education , delegate Nguyen Thi Quyen Thanh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee agreed with the policy of building a unified set of textbooks nationwide.

Delegate Nguyen Thi Quyen Thanh expressed her opinion: I agree with the necessity and objectives and viewpoints of amending and supplementing a number of articles of the Education Law with the grounds and reasons stated in the Government 's Submission. The amendment of the Law aims to promptly institutionalize the Party's policies and guidelines.

I would like to give my opinion on general education textbooks and local education materials - LTGDDP (Clause 8, Article 1 of the draft Law amending and supplementing Article 32).

On national unification of a set of textbooks

Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo "on breakthroughs in education and training development" affirms that education is the top national policy and the key driving force for rapid and sustainable development of the country in the new period.

One of the key tasks clearly directed by the Politburo is: "From the 2026-2027 school year, a unified set of textbooks nationwide will be created that is consistent with the general education program, ensuring quality, scientificity, practicality and fairness in access to knowledge." This is a strategic requirement and an urgent practical task.

The implementation of the 2018 General Education Program - one program, many sets of textbooks, is expected to create healthy competition, diversify teaching materials and encourage creativity. However, in addition to the advantages, in reality, many shortcomings have arisen.

Therefore, regarding the policy of building a unified set of textbooks nationwide to ensure fairness, effectiveness and long-term stability for the education system, I highly agree with the following reasons:

Firstly, ensuring fairness in education: Having many sets of books leads to differences in quality and content between sets of books, leading to a lack of consistency in teaching, creating differences in access to knowledge between students in urban and rural areas, between schools with conditions and schools with difficulties, creating regional gaps. Therefore, with a set of textbooks, compiled by a team of leading experts, it will be a unified source of materials for all students across the country; ensuring fairness and consistency in organizing important exams such as the high school graduation exam.

Second, saving money and time: With a set of textbooks, it helps limit the increase in textbook prices because many sets cannot be reused due to annual revisions, helping to reduce the financial burden on parents, especially low-income families. The policy of diversifying textbooks has made teachers spend a lot of time researching, comparing and choosing books, affecting the time spent on teaching; this is also a pressure on teachers.

Third, it contributes to stability in education: A unified set of textbooks will be a long-term stable solution for the entire education system; ensuring equal learning rights for all students nationwide. A common set of textbooks helps establish a synchronous foundation of knowledge nationwide, thereby allowing teachers to flexibly innovate methods, use supplementary learning materials, and digital resources to enrich their lessons; helping teachers have more time to focus resources and experience on innovating teaching methods based on a standard document. Exam results also contribute to helping parents and society feel secure.

From the perspective of state management of education, with a set of textbooks, it will be easier to control the content transmitted through textbooks to ensure accuracy, scientificity and conformity with the country's development orientation, avoiding unnecessary errors when compiling in the direction of socialization. Regarding investment, financial and human resources will be focused on compiling and publishing a unified set of textbooks, moving towards providing them for free; demonstrating the leading role of the State in the cause of education.

For the compilation of local educational materials

I completely agree with the viewpoint of the Committee on Culture and Society on decentralizing the authority to organize the compilation, appraisal and approval of local educational materials to the provincial level, specifically assigning the specialized agency under the Provincial People's Committee to organize the compilation and submit it to the Chairman of the Provincial People's Committee for approval, for the following reasons:

Firstly , in line with the policy of decentralization of management: Local educational materials (TLGDDP) are designed to convey knowledge about history, culture, geography, economy, environment, traditional occupations... of each region. The provincial professional agency (Department of Education and Training) is the unit that is closest to the educational practice and cultural and social life of the locality. The assignment of compilation authority will help TLGDDP reflect the most timely, accurate and profound characteristics, ensuring practicality and attractiveness to learners, in line with the current decentralization policy.

Second , enhance local initiative and shorten the process.

Approving the TLGDP as in the past took a long time because it had to go through the appraisal process of the Ministry of Education and Training. Transferring the approval authority to the Chairman of the Provincial People's Committee helps to significantly shorten the time from the compilation stage to the application stage in teaching, ensuring timeliness and quickly meeting the requirements of local socio-economic development. At the same time, it enhances the responsibility of the locality for the quality and content of the TLGDP. Localities can proactively mobilize and effectively use a team of experts, researchers, and excellent local teachers to participate in compiling, appraising, and creating high-quality educational products with their own mark.

I believe that this adjustment is an important step forward, demonstrating the spirit of decentralization and local autonomy, contributing to comprehensively improving the quality of education.
