At the regular press conference held on the afternoon of July 24 by the Ministry of Culture, Sports and Tourism, the issue of the process of restricting the appearance of celebrities when they violate the law or social ethics continued to attract the attention of the press.
Responding to a related question, Mr. Le Quang Tu Do - Director of the Department of Radio, Television and Electronic Information (Ministry of Culture, Sports and Tourism), said: The process of limiting the scope of influence of artists and celebrities who have violated the law was issued by the Ministry in October 2024. However, due to many objective and subjective reasons, this process has not been implemented yet.

Mr. Do said that at the time of issuing the procedure, there was no specific case to "make a point". Now that there is, the Ministry Inspectorate has transferred it to the Government Inspectorate , and the Ministry no longer has the function of inspection. Therefore, it is still unclear which unit in the Ministry will preside over and handle this procedure.
He also informed that new specific guidance documents and procedures are expected to be issued next August.
Legally, Mr. Do said that the above-mentioned restriction process has not been institutionalized into legal regulations. Therefore, its application needs to be considered. Currently, there is no legal regulation prohibiting celebrities from violating the law from appearing in the press or on television.
“Currently, there is no legal document that prohibits celebrities from appearing in newspapers or on television. We can only call on press agencies and television stations to temporarily limit the use of their images and products on a voluntary basis. Since it is voluntary, we can do it or not,” said Mr. Le Quang Tu Do.
According to him, the Ministry's goal is to institutionalize this process with specific regulations in legal documents, to ensure strictness, consistency and enforcement in implementation.
"As soon as possible, the Ministry will meet with the Propaganda Department to conduct a pilot. If this process receives the support of the Propaganda Department, we believe that in some specific cases, implementation can become feasible," Mr. Tu Do shared.
Previously, the Ministry of Culture, Sports and Tourism coordinated with the Ministry of Information and Communications (formerly) to implement measures to limit the appearance of images and performing arts products of individuals working in the arts field who violate the law or the code of conduct in cyberspace.
These measures are applied on many platforms, including newspapers, television and especially social media such as Facebook, YouTube, TikTok...
The main goal of this is to limit the negative impacts on young people - who are easily influenced by the image of celebrities. At the same time, this is also an effort to prevent the production of deviant, nonsense, and offensive content from spreading on the internet.
