Ministry of Construction sets target of completing 5,000 km by 2030

During the 2020-2025 term, the Party Committee of the Ministry of Construction has focused on leading and directing the serious implementation of the Party's policies and resolutions, advising the Central Government on many breakthrough contents to remove "bottlenecks" and "bottlenecks", and unlocking resources for the development of the construction and infrastructure sectors.

Institutional improvement and administrative reform

The Ministry of Construction continues to complete the system of legal documents in a synchronous manner, promote decentralization, delegation of power and reform of administrative procedures. In the period of 2020-2025, the Ministry has submitted to competent authorities for timely approval of many specialized plans, especially in the field of transportation, contributing to attracting investment and improving the efficiency of project implementation. The Ministry has also proposed and approved a pilot of a number of specific mechanisms and policies on social housing development to accelerate the implementation of the Project of 1 million social housing units by 2030.

Particularly in the field of decentralization and delegation of authority associated with the two-level local government model, the Ministry has decentralized and delegated 118 tasks and assigned authority to 133 tasks. The simplification and reduction of administrative procedures associated with decentralization and delegation of authority have been promoted, creating favorable conditions for people and businesses.

Outstanding infrastructure results

The construction industry has started 93 projects and completed 83 projects during the term, contributing to the development of the national transport infrastructure system, improving transport capacity and promoting socio -economic development. Some typical projects: achieving the target of 3,000 km of expressway by the end of 2025, starting and completing phase 1 of Long Thanh International Airport, implementing investment in Gia Binh International Airport.

Strategic railway projects such as the North-South high-speed line and the Lao Cai- Hanoi -Hai Phong railway have been approved for investment. The Cat Linh-Ha Dong urban railway line has been put into operation, marking a step forward in sustainable public transport.

Transport management continues to be strengthened, serving well the demand for freight and passenger transport with high growth rate (exceeding GDP growth rate). The structure of transport services, especially logistics, has had positive changes.

Specifically, in the 2020-2025 period, the total volume of freight transport in the industry will increase by 1.65 times (from 1.62 billion tons in 2020 to 2.67 billion tons in 2024), with an average growth rate of 13.3%/year. Freight turnover will increase by 1.9 times (from 286.3 billion tons.km in 2020 to 545.1 billion tons.km in 2024), with an average growth rate of 17.5%/year. Passenger transport volume will increase by 1.46 times (from 3.47 billion passengers to 5.06 billion passengers), with an average growth rate of 9.9%/year.

Social housing program

According to the Ministry of Construction, up to now, the whole country has 692 projects being implemented with a total scale of 633,559 apartments, of which: 146 projects have been completed or partially completed (102,387 apartments), 124 projects are under construction (112,952 apartments), 422 projects have been approved for investment policy (418,220 apartments).

Thus, the number of projects completed, under implementation or approved for investment by 2025 reached 59.6% of the set target.

Construction investment management

Investment cost management is increasingly improved. The system of norms and unit prices is gradually being strictly controlled, contributing to preventing waste and loss, and improving the effectiveness of state management.

The Party's major policies, especially the "strategic quartet", have been thoroughly grasped and implemented synchronously, realizing the goal of rapid and sustainable development, contributing to making the construction industry a pillar of the country's industrialization and modernization.

Research on synchronous connection of transport modes, especially seaports and inland waterway ports with the road and railway system

Big goals by 2030

The Party Committee of the Ministry of Construction determined to continue to improve the leadership capacity and fighting strength of the Party organization; promote the spirit of innovation, creativity, daring to think, daring to do; successfully complete political tasks and build a clean and strong Party.

Some key targets set by the Ministry of Construction by 2030: Complete 100% of the tasks of drafting legal documents assigned by the National Assembly, the Government, the Prime Minister and the Ministry's planning program. Complete 5,000 km of expressways. Start construction of the North-South high-speed railway. Speed up the progress of the Lao Cai-Hanoi-Hai Phong railway. Invest in and upgrade strategic infrastructure: Long Thanh airport (phase 2), Phu Quoc, Gia Binh; Lach Huyen seaport, Nam Do Son, Cai Mep-Thi Vai, Lien Chieu... Upgrade shipping lanes, connect multimodal transport, especially in the South and the Red River Delta.

Accelerate the speed and quality of urbanization, develop green, smart, and climate-resilient urban areas. Effectively implement specific mechanisms to achieve the target of 1 million social housing units by 2030 according to Resolution 201/2025/QH15 and Decree 192/2025/ND-CP.

Promote attracting social investment, remove institutional and resource bottlenecks; flexibly combine public investment capital, loans and land exploitation. Prioritize investment in infrastructure with spillover effects such as highways, high-speed railways, airports and smart cities.

Focus on developing high-quality human resources in the fields of railways, digital technology, and green technology. Bring all activities of the Ministry to the digital environment, apply AI, BIM, robots, new materials, etc. in infrastructure construction and operation. Develop a low-emission transportation ecosystem, smart transportation, and reduce logistics costs to about 15% of GDP by 2030.
