Minister of Construction Tran Hong Minh has just signed an official dispatch directing heads of Departments, Divisions, and Offices of the Ministry to continue to deploy and perform the tasks of decentralization, delegation of authority, and assignment of authority associated with the implementation of the 2-level local government organization model.
Most agencies have not decentralized tasks to the minimum level.
The dispatch stated that on May 23, the Ministry of Construction issued Document No. 3946/BXD-PC on developing criteria for reviewing, completing the report content and proposing a plan for implementing decentralization and delegation of authority associated with implementing the 2-level local government model, which detailed the requirements, tasks, and forms for implementation.
However, the database sent to the Legal Department shows that some agencies and units have not performed statistics fully and have not ensured the required accuracy, especially in terms of counting the total number of tasks/authorities being performed by the Central Government. Some agencies and units have not clearly stated the reasons for retaining the tasks/authorities of the Central Government.
Based on preliminary statistics, up to now, the proposed tasks of decentralization and delegation of authority from the Central to the local level (from the Government, Prime Minister to Ministries/Ministers, from Ministries/Ministers to localities) have not reached 20% of the total number of tasks/authorities currently being implemented by the Central level.
Accordingly, only a few agencies and units proposed to reduce the rate to ensure the equivalent of 50% (Vietnam Road Administration, Inspection Department, Department of Economics - Construction Investment Management). The majority of the remaining agencies and units did not meet the requirements.
Continue to decentralize at least 50% of total tasks
Faced with the above situation, the Minister of Construction requested the Heads of agencies and units to strictly implement the conclusions and directions of the Politburo, the Secretariat and the Government's plan, directly direct the review, and ensure the proposal to continue decentralizing at least 50% of the total remaining tasks.
For tasks proposed to be retained, it is necessary to clearly state the reasons, necessity and specific legal basis, and send a report to the Ministry of Construction (via the Legal Department) before 7:00 p.m. on May 25, 2025.
The Legal Department is responsible for compiling statistics and reporting to the Minister on agencies and units that do not perform or perform incompletely or incorrectly these tasks.
Heads of agencies and units that have not yet reported in accordance with the requirements of the Steering Committee should seriously learn from their experiences.
"This is a very important and urgent political task. Heads of agencies and units must urgently carry it out, take full responsibility before the Minister for the results of the implementation, and will be considered for disciplinary action according to regulations when there are reflections and recommendations on the failure to thoroughly decentralize and delegate power," the dispatch clearly stated.
