Da Nang: Prosecuted 3 subjects for illegally burying 162 tons of solid waste

(Chinhphu.vn) - Da Nang City Police said that they have just issued a decision to prosecute the case of "Causing environmental pollution" occurring at the "Solid waste incineration power plant project in Khanh Son".

The Investigation Police Agency decided to prosecute and execute a search warrant for the residence of 3 subjects: Tran Cao Phong, Duong Anh Ngoc and Pham Huu Quy.

The Investigation Police Agency (Department of Investigation Police on Crimes of Corruption, Economy , Smuggling and Environment) of Da Nang City Police has just issued a decision to prosecute the case of "Causing Environmental Pollution" occurring at the Project "Solid Waste Incineration Plant for Power Generation in Khanh Son", located in Hoa Khanh Nam Ward, Lien Chieu District, Da Nang City.

At the same time, the decision was made to prosecute the accused and execute a search warrant for the residence of 3 related subjects to continue investigating and clarifying the case. The 3 subjects prosecuted include Tran Cao Phong (born in 1977), residing in Hanoi City - Project Commander, Duong Anh Ngoc (born in 1993), residing in Quang Binh Province and Pham Huu Quy (born in 1993), residing in Hue City.

According to the Investigation Police Agency of Da Nang City Police, the investigation results determined that around the beginning of 2025, through the work of grasping the situation, the Economic Police Department's reconnaissance discovered suspicious signs related to the project of Solid Waste Incineration Power Plant in Khanh Son invested by Vietnam Environment Joint Stock Company (address: Khanh Son Solid Waste Treatment Complex, Hoang Van Thai Street, Hoa Khanh Nam Ward, Lien Chieu District, Da Nang City).

On March 23, 2025, the Economic Police Department conducted a surprise inspection at the Project and discovered a bulldozer leveling and burying solid waste, showing signs of violating environmental laws.

Specifically, to save on the cost of filling the Project's foundation, Tran Cao Phong directed Duong Anh Ngoc and Pham Huu Quy to rent vehicles to move solid waste generated from burning garbage, contained in large sacks and gathered at the warehouse of Vietnam Environment Joint Stock Company, to illegally bury it inside the Solid Waste Incineration Power Plant Project in Khanh Son.

According to the appraisal results, the total volume of common solid waste illegally dumped, leveled, and buried into the environment is more than 162 tons.

The case is currently being investigated, verified and clarified by the Economic Police Department.
