The Ministry of Construction will strengthen the application of information technology in implementing and resolving administrative procedures, and digitizing the results of resolving administrative procedures.

The 2025 administrative reform plan of the Ministry of Construction is built on the basis of consolidating similar contents of the 2025 administrative reform plan of the Ministry of Transport (before the merger), the 2025 administrative reform plan of the Ministry of Construction (before the merger) and related programs, plans and regulations, with the addition of new tasks to suit the practical situation.

The plan sets out specific goals on institutional reform, administrative procedure reform, state administrative apparatus reform, civil service reform; public finance reform; building and developing e -Government , digital Government; and reforming leadership and management.

Regarding institutional reform, the Plan aims to continue perfecting the institutional system in the construction and transportation sectors to develop a socialist-oriented market economy, better resolve the relationship between the State and the market; perfecting institutions and legal frameworks to promote the digital transformation process in the construction and transportation sectors to effectively serve the construction and development of the digital government, digital economy and digital society.

The plan will focus on prioritizing the synchronous and quality completion and effective implementation of the legal system, mechanisms and policies, creating a favorable, healthy and fair investment and business environment for all economic sectors, and promoting innovation.

Simplifying administrative procedures in the construction sector

Regarding the goal of administrative procedure reform, the Plan aims to continue simplifying administrative procedures in the construction sector; immediately cutting and simplifying administrative procedures related to production and business activities, ensuring the abolition of at least 30% of unnecessary investment and business conditions; reducing at least 30% of the processing time of administrative procedures, 30% of the cost of complying with administrative procedures and continuing to simplify and cut administrative procedures in the construction sector according to the Government's program.

In the coming time, the Ministry will complete the innovation of implementing the one-stop, one-stop mechanism in handling administrative procedures of the Ministry in the direction of improving service quality, regardless of administrative boundaries, enhancing the application of information technology, reducing travel time, social costs and creating convenience for people and businesses.

The Ministry of Construction will enhance the application of information technology in the implementation and settlement of administrative procedures, continue to accelerate the roadmap for providing online public services, and ensure that at least 80% of administrative procedure settlement records are circulated within the Ministry, between competent settlement agencies or relevant agencies, and are carried out electronically.

In addition, the Ministry of Construction will also continue to digitize the results of handling administrative procedures under the Ministry's jurisdiction that are still valid and have value in use. 100% of the results of handling administrative procedures that are still valid will be digitized to ensure connection and data sharing in handling administrative procedures in the electronic environment. At least 50% of digitized information and data will be exploited and reused.

The plan also sets out the goal of ensuring that 100% of administrative procedures related to enterprises are carried out online, smoothly, seamlessly, effectively, ensuring transparency, minimizing paperwork; ensuring that at least 90% of administrative procedures between the Ministry of Construction and other state administrative agencies and administrative procedures within the Ministry of Construction are announced, made public and updated promptly; ensuring that 100% of feedback and recommendations are handled on time...

To achieve the above objectives, the 2025 Administrative Reform Plan of the Ministry of Construction has set out specific tasks that the units under the Ministry need to perform to reform institutions; reform administrative procedures; reform the state administrative apparatus; reform the civil service regime; reform public finance; build and develop e-Government, digital Government; and reform direction and administration.
