Ministry of Health informs about 'rewarding couples who have children before age 35'

In particular, some contents to encourage and support giving birth and having 2 children in low birth rate areas need to be reviewed, researched, piloted or issued such as: supporting women during pregnancy and childbirth; supporting and encouraging couples to have 2 children...

These contents have also been proposed to be included in the draft Population Law that the Ministry of Health is submitting to the Government. At the same time, to implement Decision 588 of the Prime Minister, the Ministry of Health issued Circular No. 01/2021/TT-BYT dated January 25, 2021 guiding a number of contents for localities to issue policies to reward and support groups and individuals who perform well in population work; in which, in provinces in low birth rate areas, based on practice, localities select and decide to reward and support women who give birth to 2 children before the age of 35.

Current population policy encourages couples to have children before age 35.

According to Mr. Le Thanh Dung, this cash reward regulation is proposed to be applied to women who give birth to 2 children before the age of 35 in provinces and cities with low birth rates. Currently, some provinces have also issued resolutions of the provincial people's councils to provide one-time cash support for women who give birth to 2 children, such as: Long An (450,000 VND/person); Tien Giang, Bac Lieu (1 million VND/person); Ben Tre, Hau Giang (cash reward according to the reward regulations).

According to Hanoi Obstetrics and Gynecology Hospital, giving birth to a healthy child also depends on a number of factors such as genetics, environment, lifestyle, etc. A study shows that the most suitable age for pregnancy is from 20 to 34 years old. In terms of the ability to conceive, 20 to 24 is the best age, but in terms of postpartum childcare, women aged 25 to 29 are more favorable due to their greater psychological and financial stability. The reason women should give birth under the age of 35 is because the quantity and quality of eggs will gradually decrease over time, and it will be much more difficult to conceive naturally after the age of 35. Women under 35 years old are at the best age for pregnancy, so they should try to get pregnant within 1 year of marriage.

According to the Department of Population, some surveys on population and demographic changes conducted in Vietnam in previous years showed that localities with high birth rates have early marriage and childbearing ages (from 20 to 24 years old); places with low or very low birth rates have a tendency for young people to marry late and have children late (from 25 to 29 years old).
