According to statistics from the beginning of 2025 to now, three typical incidents have been recorded at Chu Se District Medical Center (Gia Lai) on March 31, Thanh Ba District Medical Center (Phu Tho) on April 28 and Nam Dinh Provincial General Hospital on May 3. In which, relatives of patients assaulted or caused disturbances, obstructing emergency and treatment work. These incidents not only affected the order and safety of the hospital but also directly threatened the medical staff while they were on duty.
Recent incidents of patients' relatives assaulting medical staff have caused disorder, threatened hospital safety, seriously affected medical examination and treatment activities, the spirit, health and lives of medical staff, and reduced the motivation and dedication of the medical team.
Faced with this situation, the Ministry of Health has issued a document to the directors of the Department of Health of provinces and centrally-run cities, directors of hospitals and institutes with beds under the Ministry, and heads of health departments and branches on strengthening security and safety for patients and medical staff at medical examination and treatment facilities.
The Ministry of Health directed facilities to urgently review and fully implement measures to ensure security and order as prescribed in Article 114 of the Law on Medical Examination and Treatment 2023, and proactively develop plans to prevent and respond to situations that may cause disturbance or harm to medical staff.
Previous directives of the Ministry, such as Official Dispatch No. 4245 dated August 9, 2022 and Official Dispatch No. 855 dated July 5, 2023, also need to be seriously implemented to strengthen the legal and technical foundation for ensuring hospital safety.
At the same time, units need to quickly install and maintain security camera systems in key areas such as examination departments, emergency departments, corridors, duty areas and entrance gates; arrange enough security forces to work 24/7 at key locations, ensuring proactive handling of any arising situations.
Close coordination with the police force and local authorities is a mandatory requirement to promptly detect and handle violations of the law in the medical environment, and strictly implement the Coordination Regulation No. 03/QCPH-BCA-BYT dated November 18, 2024 between the Ministry of Public Security and the Ministry of Health.

In addition, the Ministry of Health emphasized the requirement to review the process of receiving, handling emergency cases, medical examination and treatment, and the mechanism for exchanging information between medical staff and patients and their families in accordance with the provisions of the Law on Medical Examination and Treatment, Decree 96/2023/ND-CP, Circular 32/2023/TT-BYT.
Increasing the application of information technology in management such as implementing electronic medical records, online registration and examination according to specific time frames is an effective solution to reduce waiting time, limit overload and minimize the risk of unnecessary conflicts.
Along with technical and legal solutions, the Ministry of Health requires facilities to focus on educating professional ethics, building a culture of behavior in hospitals, organizing periodic training on communication skills and handling situations for medical staff, and strictly handling violations of professional regulations and ethics.
The Ministry of Health affirms that enhancing security and safety for patients and medical staff is a key and regular task. Facilities need to synchronously and effectively implement the above contents to build a safe, civilized, and friendly medical examination and treatment environment for patients and for the medical team who are working day and night to save people.
