Training on religious and belief work for 124 commune-level officials and civil servants

124 cadres and civil servants of 124 communes, wards and special zones in Lam Dong province received professional training in religious and belief work.

The professional training course, organized by the Department of Ethnic Minorities and Religions in coordination with the Lam Dong Provincial Political School, took place from September 3rd to 5th.

In his opening remarks at the training course, Mr. Nguyen Minh Tan, Deputy Director of the Department of Ethnic Minorities and Religions, emphasized: Religious affairs is a unique field, and to fully and effectively implement the Party's guidelines and the State's policies and laws regarding religion, and to combat hostile forces that exploit religion to violate the law, the role of officials and civil servants working in religious affairs is extremely important.

In particular, the implementation of religious affairs under the two-tiered local government model in the initial phase after organizational restructuring has revealed many difficulties and obstacles. Especially challenging are the difficulties in understanding the situation in the managed area, the digital transformation in public service activities, and the issue of updating and implementing synchronously and effectively the regulations of the central and provincial authorities on the organization of the two-tiered local government; on decentralization, delegation of power, and the delineation of functional authority and tasks in the field of religion according to assigned authority.

Furthermore, the staff working on religious affairs at the grassroots level are new, inexperienced, frequently change, and have to handle multiple other tasks… leading to some aspects of their work being handled in practice in a hesitant and reactive manner.

Over the course of three days, 124 trainees received in-depth training on religious and belief-related matters.

Speakers from the Department of Ethnic Minorities and Religion, the Department of Construction, the Department of Agriculture and Environment, and the Provincial Police will present topics including: an overview of Catholicism, Protestantism, Buddhism, Cao Dai, Bani Islam, and Brahmanism; the Party and State's views and policies on beliefs and religions, and some issues to note in the State management of beliefs and religions; the implementation of administrative procedures related to beliefs and religions under the two-tiered local government model; key content in resolving land and construction issues related to religion; ensuring religious security and the approach to handling new religious phenomena…

The training program aims to improve the professional skills of officials and civil servants working in religious affairs at the grassroots level. This will help address practical difficulties and obstacles, ensuring unified, continuous, smooth, and effective operation of religious affairs within the two-tiered local government model.

Currently, Lam Dong province has 312 legally registered religious establishments, 24 state-recognized religious organizations in operation, with approximately over 1.5 million followers (accounting for about 43% of the province's population), 3,500 religious dignitaries, 6,700 religious officials; 1,284 legally registered religious establishments; 4 religious training institutions…
