In October 2023, the Truth National Political Publishing House launched the book "Building and developing a comprehensive, modern Vietnamese foreign affairs and diplomacy, imbued with the identity of "Vietnamese Bamboo" by the author - General Secretary Nguyen Phu Trong. The book is nearly 800 pages thick, gathering many speeches, articles, speeches, and interviews of General Secretary Nguyen Phu Trong. The book demonstrates the development of the Party's strategic thinking, headed by the General Secretary, contributing to orienting the goals and tasks of foreign affairs in the new period.
The book consists of three parts. The first part shows and clarifies the important role and great contribution of foreign affairs in the cause of national construction and defense, including an overview article and 7 speeches by General Secretary Nguyen Phu Trong at the Central Executive Committee conferences, diplomatic conferences, and national foreign affairs conferences. The articles and speeches of the General Secretary demonstrate the strategic thinking of the head of our Party on Vietnam's foreign policy and diplomacy. Based on the assessment of the results and achievements of foreign affairs and diplomacy, which have "contributed significantly to the common, great, and historically significant achievements of our country", thanks to which, "Vietnam's position and prestige have been increasingly enhanced in the international arena".
In this section, the General Secretary pointed out the goals, tasks, and orientations for foreign affairs to meet the requirements of the new situation. “Vietnam is a country that is developing strongly, with an important geostrategic position in the current shifts of the times. In a volatile and unpredictable world , challenges are always intertwined with opportunities, risks always come with opportunities” - the General Secretary pointed out. To realize the country's development goals by 2025, 2030 and 2045, the General Secretary requested promoting the pioneering role of foreign affairs, building a comprehensive, modern diplomacy, imbued with the identity of “Vietnamese Bamboo”.
In which, “pioneering (first) is shown in thinking and awareness of foreign affairs. Pioneering (second) in protecting the Fatherland early and from afar. Pioneering (third) in creating opportunities to promote national and ethnic interests. Pioneering (fourth) in combining national strength with the strength of the times, mobilizing the strength of the great national solidarity bloc, uniting the strength of the Vietnamese community at home and abroad.
Implementing the policy of the 13th National Party Congress on "building a comprehensive and modern diplomacy with three pillars: party diplomacy, state diplomacy and people's diplomacy", the General Secretary affirmed that "diplomacy is the cause of the entire Party, the entire people, the entire political system, under the comprehensive leadership of the Party and the centralized management of the State; the close and harmonious connection between party diplomacy, state diplomacy and people's diplomacy, between political diplomacy, economic diplomacy, cultural diplomacy, defense diplomacy, security diplomacy and diplomacy in other fields". Party diplomacy, state diplomacy and people's diplomacy are closely linked, support each other, and aim towards the common goal of national interests. The synchronous implementation and close coordination between the three pillars of diplomacy create the combined strength of Vietnam's diplomacy. This is both a precious tradition and a demonstration of the creativity and uniqueness of the art of Vietnam's revolutionary diplomacy, which the General Secretary analyzed, explained specifically and oriented deeply with political vision and strategic thinking. This is a step forward in Vietnam's foreign policy thinking, which is both an urgent requirement and has long-term significance, meeting the tasks in all situations.
The second part of the book presents Vietnam's foreign policy of independence, self-reliance, peace, friendship, cooperation and development. This part includes 78 articles, speeches, interviews, letters, telegrams... by General Secretary Nguyen Phu Trong at bilateral and multilateral diplomatic forums, demonstrating the close and harmonious coordination between the pillars of foreign affairs: party diplomacy, state diplomacy and people-to-people diplomacy.
Through different periods and positions: Chairman of the National Assembly, General Secretary, General Secretary - President, the articles and speeches of General Secretary Nguyen Phu Trong expressed the viewpoints and foreign policy in the new development period of the country, synchronously, creatively and effectively implementing foreign affairs activities, proactively and actively integrating comprehensively and deeply into the international community. Vietnam has open bilateral and multilateral cooperation relations with partners and in all fields, bringing foreign relations into depth and substance, mobilizing and effectively combining external resources with domestic resources to proactively participate, actively contribute, "enhance Vietnam's role in building and shaping multilateral institutions and international political-economic order" for the national and ethnic interests, the common interests of the international community on the basis of the fundamental principles of the United Nations Charter and international law.
In bilateral relations, General Secretary Nguyen Phu Trong's speeches always expressed his appreciation for the friendly and cooperative relations with countries on the principles of mutual respect, equality and mutually beneficial cooperation. Promoting the tradition of peace and friendship of our ancestors, the General Secretary affirmed the need to continue to promote and deepen relations with neighboring countries, comprehensive strategic partners, strategic partners, comprehensive partners and traditional friends. Thereby, enhancing trust, promoting common points, flexibility and creativity in handling disputes, promoting peace, cooperation and development to firmly consolidate a stable foreign situation, serving the cause of national construction and defense.
Vietnam is ready to participate in multilateral cooperation mechanisms, regional and international organizations, cooperation frameworks as well as in important strategic issues, in accordance with the requirements, capabilities and conditions of the country. In relations with communist parties, workers' parties, ruling parties and democratic parties, for peace and progress in the world, the General Secretary always pays special attention, making both theoretical and practical contributions to the treasure of Marxism-Leninism from Vietnam's renovation, steadfast in the goal of national independence and socialism, building a fair, progressive society, truly for the people.
The General Secretary and author of the book emphasized that the Communist Party of Vietnam “always attaches importance to relations with socialist countries, communist parties, workers and traditional friends”. In his speeches, General Secretary Nguyen Phu Trong paid attention to the overseas Vietnamese community and the people of the host country in order to introduce the image of a friendly, peaceful, hospitable, dynamic and developing Vietnam.
The third part of the book clearly shows the diplomatic imprint, including 52 opinions of experts, politicians, diplomats, researchers, and international friends on the role and contribution of the General Secretary in the formation and development of a comprehensive, modern Vietnamese diplomatic school, imbued with the identity of "Vietnamese Bamboo". These are stories, memories, and feelings of ambassadors, foreign affairs officials, journalists, and overseas Vietnamese who accompanied and met the General Secretary during his visits and work at home and abroad.
The opinions express respect and affection for the General Secretary and confidence and pride in the great achievements of the country, including the important contributions of Vietnam's foreign affairs and diplomacy. The speeches, articles, addresses and interviews of General Secretary Nguyen Phu Trong selected in the book are a summary of valuable lessons learned from Vietnam's foreign affairs and diplomacy, demonstrating the development of the Party's strategic thinking, led by the General Secretary.
