The First Congress of the Party Committee of the Ministry of Education and Training, for the term 2025-2030, is not only a major political event for the sector, but also a crucial turning point in the journey of fundamental and comprehensive educational reform. In the context of the country entering an era of progress, the Congress carries the aspiration to build a modern, humane, and integrated Vietnamese education system that meets the requirements of rapid and sustainable national development.

Aspiration for development

With the motto "Discipline - Creativity - Breakthrough - Development," the First Congress of the Party Committee of the Ministry of Education and Training, for the term 2025-2030, takes place in the context of a nation that has achieved great potential, position, and international prestige. Today's achievements are the culmination of a thousand years of civilization, especially 95 years under the leadership of the Communist Party of Vietnam , 80 years of building and defending the Socialist Republic of Vietnam, and the persistent sacrifices and contributions of many generations of Party members and the people.

The country is entering a new era of development – ​​an era of national progress. Facing this historical opportunity for breakthroughs, the national education system is identified as the core force in building a new generation of Vietnamese people: possessing strong political convictions, sharp intellect, and robust health, meeting the requirements of building an independent, self-reliant economy and deep integration. The driving force for this endeavor is science, technology, innovation, digital transformation, and the development of high-quality human resources. At the same time, education must know how to leverage the advantages of international integration to bring human knowledge to serve the country's development.

In this context, the First Congress of the Party Committee of the Ministry of Education and Training has the task of summarizing the implementation of the Resolution of the 2020-2025 Congress, and at the same time determining the direction, goals, and tasks for the 2025-2030 term. This is a political event of special significance, taking place when the entire Party, people, and army are resolutely implementing the Resolution of the 13th National Congress and preparing for the 14th National Congress. This Congress is not only an opportunity to look back on the past five years, but also to open up a new strategic vision, affirming the aspiration for fundamental and comprehensive educational reform in a period of breakthrough development.

The mark of the term

During the 2020-2025 term, under the leadership and guidance of the Party Committee and the Party Standing Committee of the Ministry of Education and Training, significant achievements have been made in the development and improvement of institutions and policies on education and training. As of July 25th, the Ministry of Education and Training has proactively drafted, promulgated, and advised on the promulgation of 239 legal documents, including: 1 law, 2 resolutions of the National Assembly, 28 decrees of the Government, 4 decisions of the Prime Minister, and 204 circulars of the Minister of Education and Training.

These are not only impressive figures in terms of volume, but more importantly, they have created a synchronized and solid legal framework to promptly institutionalize the Party's policies, meeting the practical requirements of State management in education.

These documents have made significant contributions to the implementation of the 2018 General Education Program, the reform of student examinations and assessments, the strengthening of the higher education and vocational education system, and the development of preschool and continuing education. This forms the foundation for Vietnam's education system to shift from a knowledge-transmission-oriented approach to developing students' qualities and competencies.

Notably, during the past term, many major strategies, plans, programs, and projects were issued, focusing on the following pillars: Strong and comprehensive reform of the fundamental elements of education and training; perfecting the national education system and developing the network of educational institutions; building a team of teachers and administrators with sufficient competence and qualities; and applying information technology and promoting digital transformation in management and teaching.

A key highlight is the 2018 General Education Program, implemented according to a clear roadmap, focusing on developing students' qualities and competencies. This helps students develop self-learning and research skills, adapting to the rapid changes in a knowledge-based society. At the university level, autonomy has become a crucial turning point. Autonomy allows universities to be more proactive in training, research, and management, gradually integrating internationally. By 2024, the higher education system will have nearly 6,000 professors and associate professors, over 85,000 lecturers, including approximately 26,800 with doctoral degrees. The percentage of lecturers with doctoral degrees or higher is steadily increasing annually (approximately 1.5% - 2%).

Alongside this, scientific research capacity has been significantly enhanced. By 2025, five Vietnamese higher education institutions will be ranked in the top 200 in Asia (four according to the QS ranking, one according to the THE ranking). According to Elsevier data, the total number of scientific publications in the Scopus database in 2024 will reach over 22,500 articles, an increase of 16% compared to 2023 and 5.55 times the number in 2014; of which, nearly 85% are published by universities.

Alongside this, digital transformation in education has made significant progress. While the Covid-19 pandemic presented many difficulties and challenges, it also served as a test, enabling the education sector to quickly adapt to online teaching and learning, thereby opening up avenues for innovation in teaching methods and educational management.

Teachers and administrators are receiving more attention, both in terms of training quality and remuneration policies. This is a crucial condition for building a core workforce for educational reform. In particular, the Law on Teachers, enacted by the National Assembly on June 16, 2025 and effective from January 1, 2026, is a vital condition and the highest legal basis for implementing teacher policies and developing the workforce.

These achievements are vivid evidence of the proactive, creative, united, and responsible spirit of the Party Committee of the Ministry of Education and Training, affirming its role as the leading political force in the entire sector.

Entering a new phase of development, Vietnamese education faces a mix of opportunities and challenges. The Fourth Industrial Revolution, the national digital transformation process, deep international integration, and the demand for high-quality human resources for the country require education to be one step ahead.

The First Congress of the Party Committee of the Ministry of Education and Training, for the term 2025-2030, is taking place at a time when the need to innovate teaching methods, assessment, and develop students' qualities and competencies has become urgent. Simultaneously, issues such as equity in education, narrowing the regional gap, and improving the lives of teachers continue to present many challenges.

In that spirit, this Congress will discuss and determine major strategic directions such as: Continuing the fundamental and comprehensive reform of education and training, ensuring the socialist orientation, and emphasizing "teaching literacy, character, and vocational skills"; Developing a team of teachers and administrators with sufficient dedication, vision, and talent to adapt to the demands of the digital age; Promoting digital transformation and the application of technology as a breakthrough to improve the quality and effectiveness of teaching and learning; Improving the quality of higher education and vocational training, linked to social needs, the labor market, and the trend of international integration; Ensuring fairness and equality in access to education, with particular attention to disadvantaged areas, ethnic minorities, and children with special circumstances.

The Party Committee of the Ministry of Education and Training not only leads political and ideological work within the Ministry but also plays a guiding and leading role for the entire sector. This responsibility demands that each official and Party member be exemplary, pioneering, steadfast in their stance and political acumen, while simultaneously innovating their thinking, being creative, daring to think, daring to act, and daring to take responsibility.

In the new context, building a clean and strong Party organization, enhancing leadership capacity and fighting strength are key factors in ensuring that all Party policies and resolutions are realized with concrete and sustainable results in the education sector.

With a tradition of unity, wisdom, and responsibility, we believe that the Party Committee of the Ministry of Education and Training will continue to play its leadership role, guiding the education sector forward steadily. This will be an important foundation for building a modern, humane, and integrated Vietnamese education system, effectively serving the cause of national construction and defense in the new development phase of the country.
