Arising from the practical needs of tax and immigration management.
According to the head of the Tax Department ( Ministry of Finance ): In recent years, along with the process of integration and socio-economic development, tax management has made many advances in terms of institutions, operations, and technology. However, there still exists a segment of taxpayers who deliberately delay or evade their financial obligations to the State. In some cases, after incurring large tax obligations or showing signs of violations, they have attempted to leave the country to avoid responsibility.
Given this situation, there is a need to strengthen tax enforcement measures in a focused, lawful, and appropriate manner. Accordingly, the Tax Department has proactively reviewed and selected suitable legal tools to protect financial discipline and ensure revenue for the state budget. In recent years, along with the synchronized implementation of management measures under the Law on Tax Administration No. 38/2019/QH14, Decree No. 49/2025/ND-CP, and guiding documents, the Tax Department has intensified the application of temporary exit bans for individual and organizational taxpayers who have not fulfilled their tax obligations, and has initially recorded many positive results.
To date, tax authorities at all levels have issued 61,492 notices of temporary travel bans with a total tax debt of VND 83,028 billion. Of these, 36,646 taxpayers have abandoned their business addresses, owing VND 13,407 billion in taxes. Tax authorities have collected VND 4,955 billion from 7,309 taxpayers currently under travel bans, including VND 256 billion from 2,694 taxpayers who have abandoned their business addresses.
However, in practice, sending temporary exit suspension notices through traditional administrative methods such as paper letters or express mail can lead to delays, a lack of data synchronization, and unnecessary administrative costs. These factors somewhat reduce the effectiveness of inter-agency coordination, making it difficult to review and process tax obligations for organizations and individuals.
Therefore, there is a need for a flexible, modern, and technologically synchronized coordination mechanism so that the implementation of temporary exit bans can truly play its role as an effective, accurate, and highly deterrent legal tool within the modern tax management system.
Therefore, the recent signing of the Coordination Regulations between the Tax Department and the Immigration Department is expected to promptly meet that requirement. This is a concrete action to implement a legal, technical, and responsible coordination mechanism, where data is not just numbers, but a legal basis to ensure strict enforcement of tax policies, protect the interests of the State, and safeguard the legitimate rights of compliant taxpayers.

Digital transformation and the need for modernization of management and inter-sectoral coordination.
Speaking at the ceremony, Lieutenant General Pham Dang Khoa, Director of the Immigration Department (Ministry of Public Security), highly appreciated the cooperation of the Tax Department in providing information and data to the Public Security sector. The Director of the Immigration Department emphasized that the signing of the Regulations is a serious achievement of the implementation of Government Decree No. 49/2025/ND-CP. In particular, Lieutenant General Pham Dang Khoa also noted that during the operation of the electronic system, the highest requirement is ensuring security, safety, and confidentiality of information, as this is an invaluable national asset.

Representing the Ministry of Finance, Director of the Tax Department Mai Xuan Thanh affirmed: The regulations will take effect immediately after signing, and the two agencies will promptly implement the contents of the regulations. Accordingly, key units such as the Tax Operations Department, the Technology, Digital Transformation and Automation Department (Tax Department) will closely coordinate with the Immigration Department to ensure smooth electronic system connectivity, timely handling of incidents, and information security in accordance with the law.
"In the coming period, the Tax Department will continue to coordinate with the State Treasury and commercial banks to transmit and receive tax payment information electronically, aiming to shorten the time for confirming the completion of tax obligations, promptly lift temporary exit bans, and create favorable conditions for taxpayers," the tax department leader affirmed.
The implementation of this model also demonstrates the efforts of the Tax Department and the Police force in concretizing the Government's digital transformation orientation, linking the application of information technology with ensuring budgetary discipline and building an equal and transparent business environment. This is an important foundation for further expanding collaborative models between state agencies, building a modern, honest public administration that serves the people.
Director Mai Xuan Thanh stated: In the coming period, the Tax Department will continue to coordinate with the State Treasury and commercial banks to transmit and receive tax payment information electronically. This will shorten the time for confirming the completion of tax obligations, promptly resolve temporary travel bans, and create favorable conditions for taxpayers.

Ms. Nguyen Thi Thu, Head of the Tax Operations Department, Tax Department (Ministry of Finance), further stated: According to the regulations, the information verification process between the two agencies is organized rigorously in two stages (manual and automated) to ensure accuracy and continuity. One of the important new points is the use of data transmitted through the electronic system, such as information on temporary suspension, extension, or cancellation of temporary suspension of exit permits, which will be carried out entirely in real time. In other words, this process not only shortens processing time but also minimizes operating costs and the possibility of errors.
Furthermore, the technical infrastructure connecting the two units has been tested, finalized, and is ready for operation from May 2025, ensuring safety, security, and smooth operation. This is a significant development in the process of digitizing state administrative management.
Ms. Nguyen Thi Thu stated: For taxpayers, the process of lifting temporary travel bans after fulfilling financial obligations has been significantly shortened, facilitating legal departures. This ensures the legitimate rights of citizens while also raising awareness of compliance with tax laws.
"The state budget will be significantly improved when tax arrears are handled promptly through administrative enforcement tools combined with modern digital infrastructure. As a result, the goal of increasing revenue and reducing tax debt becomes more feasible than ever," said a representative from the Tax Operations Department.
