The whole country lacks more than 120,000 teachers at all levels.

The above data was stated by the Ministry of Education and Training in an official dispatch sent to the People's Committees of provinces and cities regarding recruitment and use of preschool and general education teacher quotas.

According to the document, from 2022, the Ministry of Education and Training will coordinate with the Ministry of Home Affairs to report to the Central Government to supplement 65,980 teaching positions for localities. However, by the end of the first semester of the 2024-2025 school year, the country still has about 60,000 assigned positions that have not been recruited.

Thus, since the Politburo assigned the staffing quota, the education sector has only recruited about 5,000 teachers.

Along with that, the number of teachers still lacking has increased to more than 120,000 teachers at all levels of public preschool and general education (an increase of about 2,000 teachers compared to the data announced for the 2023-2024 school year).

To address the shortage of teachers, the Ministry of Education and Training requests that the People's Committees of provinces and cities urgently recruit teachers to ensure sufficient staffing levels assigned by competent authorities (including unused staffing levels and additional staffing levels for the 2024-2025 school year).

"Localities must not let the work of restructuring and streamlining the apparatus affect teacher recruitment," the Ministry of Education and Training clearly directed.

Localities need to implement solutions to ensure teacher recruitment sources such as: widely disseminating information about recruitment needs; having mechanisms and policies to attract and order teacher training; enhancing training for teachers to be fluent in ethnic minority languages...

The Ministry of Education and Training also requested to continue reviewing and transferring teachers from places with surplus to places with shortage; specifically determining the number and structure of teachers lacking by school year, school level, and subject from the 2026-2027 school year to the 2030-2031 school year, and reporting to the Ministry of Education and Training.

At the same time, localities need to continue to review and rearrange educational facilities; reduce school locations based on the principle of convenience for people and suitability with the actual conditions of the region, area and locality.

The Ministry of Education and Training encourages organizations and individuals to establish private schools and participate in the socialization of education to reduce the number of people receiving salaries from the state budget.

According to the information on the Planning of the network of higher education and pedagogical institutions for the period 2021-2023, with a vision to 2050, the Ministry of Education and Training reported that in 2023, the number of teachers nationwide will be more than 1.1 million, the number of teachers still lacking compared to the norm is 113,101 people, of which preschools will lack 51,950; primary schools will lack 31,579; secondary schools will lack 16,085; high schools will lack 13,487.

Based on the population forecast to 2045 of the General Statistics Office, based on the currently prescribed norms of students and teachers in class, the Ministry forecasts that by 2030, the whole country will need to add 358,579 more teachers.
