The Ministry of Interior recently submitted to the Ministry of Justice for review a draft decree regulating the evaluation and ranking of the quality of state administrative agencies and civil servants.
One new aspect of the draft decree is the addition of regulations on evaluating and ranking the quality of state agencies, thereby perfecting the evaluation mechanism, improving quality and efficiency, linking it to the responsibility of the head of the agency, and meeting practical requirements.
The Ministry of Interior proposes that this be done periodically every year. The quality assessment and ranking should be completed before December 15th of each year. In special cases, as stipulated by the competent authority, it should be completed before January 15th of the following year.
The total score is 100 points, based on two groups: general criteria (30 points) and criteria for task performance results (70 points).

The general criteria focus on factors related to the agency's competence, discipline, and order. Specifically, this includes adherence to work regulations, internal rules, and work procedures; building internal unity; practicing frugality, combating waste, preventing corruption, and maintaining ethical conduct and lifestyle.
Alongside this is the building of a streamlined administrative apparatus, reducing staffing levels, and ensuring efficient, effective, and effective operation; implementing administrative reforms, digital transformation, promoting the application of science and technology , and building a culture of public service.
