The Ministry of Home Affairs recently submitted to the Ministry of Justice for appraisal a draft decree regulating the assessment and classification of quality for state administrative agencies and civil servants.
A new content is in the draft decree supplementing regulations on quality assessment and classification for state agencies, thereby perfecting the assessment mechanism, improving quality and efficiency, linking with the responsibility of the head and meeting practical requirements.
The Ministry of Home Affairs proposes that this be done periodically every year. The time for quality assessment and classification is done before December 15th every year. In special cases according to regulations of competent authorities, it is completed before January 15th of the following year.
The total assessment score is 100 based on two groups including general criteria (accounting for 30 points) and criteria on task performance results (accounting for 70 points).

The general criteria focus on factors related to the capacity, discipline, and discipline of the agency. Specifically, implementing working regulations, rules, and working regimes; building internal solidarity; practicing thrift, fighting waste, preventing corruption, and living ethics.
Along with that is building a streamlined apparatus, streamlining the payroll, operating effectively, efficiently, and effectively; implementing administrative reforms, digital transformation, promoting the application of science , and building a public service culture.
There are also efforts to overcome limitations, weaknesses, and shortcomings that have been pointed out in previous assessments or through inspections, supervision, and audits.
For the group of criteria on task performance results, scoring is based on the level of completion of tasks in the program, annual work plan and arising tasks; results of performing tasks on state management; economic development - ...
Along with that are the results of the organization's management and operation activities; removing institutional bottlenecks; not allowing violations in the issuance of documents; indicators on digital transformation; progress in handling records, administrative procedures, and the rate of online record processing (if any) for people and businesses.

The results of the organization's quality assessment are classified into four levels: excellent task completion, good task completion, task completion and task failure.
The results of the assessment and classification of the quality of agencies and organizations are used as the basis for assessing and classifying the quality of the heads of those agencies and organizations; at the same time, they are the basis for assessing and classifying the quality of party organizations.
