Members of the Politburo and Secretariat submit to the Central Committee personal review reports.

On the morning of May 15, in his opening speech at the mid-term conference of the 13th Party Central Committee, General Secretary Nguyen Phu Trong mentioned a number of suggestive opinions, raising issues for Central Committee members to study, discuss, consider and decide.

Get a vote of confidence to "self-examine" and "self-correct"

Regarding the Central Executive Committee's vote of confidence for Politburo members and Secretariat members of the 13th tenure, the General Secretary emphasized that this is one of the very important innovations in the Party's personnel work, which has been carried out since the 11th tenure.

The purpose is to better and more effectively implement the policies, guidelines, resolutions and conclusions of the Party Central Committee on building and rectifying the Party and a comprehensively clean and strong political system.

At the same time, building a team of high-ranking Party officials with sufficient qualities and abilities, equal to the tasks; helping the personnel who are voted for to "self-reflect" and "self-correct", continue to strive, cultivate, practice moral qualities, lifestyle and constantly improve their exemplary responsibility, qualifications and working capacity, meeting the requirements of the cause of building and defending the Fatherland in the new situation, contributing to consolidating and enhancing the trust of cadres, party members and people in the Party.

The General Secretary said that the members of the Politburo and the Secretariat have seriously and thoughtfully prepared and submitted to the Central Committee their personal review reports, in which they self-assess their political qualities, ethics, lifestyle, sense of organization and discipline; results of performing assigned duties and tasks; pointing out limitations and solutions to overcome them; reporting and explaining issues requested by competent authorities or the person writing the ballot.

Based on the significance, importance and sensitivity of the issue, the General Secretary requested that Central Committee members carefully study the personal review reports of each member of the Politburo and Secretariat and, based on the actual working relationship, clearly express their opinions on the level of trust for each member of the Politburo and Secretariat in accordance with Regulation No. 96 and Plan No. 16 of the Politburo.

In particular, the General Secretary noted that this must ensure the leadership of the Politburo and the Central Executive Committee, strictly implement the principles of centralism, democracy, self-criticism and criticism; promote the responsibility and constructive spirit of the Party Central Committee members in reviewing and demonstrating their trust; respect the right to report and explain of the members of the Politburo and the Secretariat of the 13th tenure.

The General Secretary emphasized the need to properly assess the qualities, capacities, specific results in performing assigned duties, and prestige of the person being voted on; ensuring democracy, objectivity, impartiality, publicity, and transparency in taking votes of confidence and using the results of the votes of confidence.

Delegates voted to approve the conference agenda.

"Resolutely do not allow violations or take advantage of the vote of confidence to cause division and loss of internal solidarity," the General Secretary emphasized.

The General Secretary requested the Central Committee and delegates attending the conference to express their opinions on the level of trust in each member of the Politburo and Secretariat, contributing to further enhancing the Party's leadership and governing capacity, making our Party increasingly clean and strong, meeting the increasingly high requirements of the new development period.

Promote responsibility, democracy, frankness and objectivity

Regarding the mid-term review report on the leadership and direction of the Politburo and Secretariat and a number of key tasks until the end of the 13th Party Congress term, the General Secretary said that the content of the report was mentioned objectively and comprehensively.

The report also pointed out the outstanding advantages, limitations, and main shortcomings, and analyzed the causes, drawing some lessons in leadership and direction on Party building and rectification; socio-economic development; internal affairs, prevention and combat of corruption and negativity; especially innovation in leadership methods, working style and manners...

The General Secretary requested the Central Committee to uphold its sense of responsibility, promote democracy, and frankly and objectively discuss and give opinions on the contents and issues raised in the report. Delegates clearly expressed their opinions, agreeing or disagreeing with the comments and assessments of the Politburo and the Secretariat, and made specific proposals and recommendations.

In addition, the General Secretary also reminded delegates to pay attention to linking the review of the leadership and direction of the Politburo and the Secretariat with the assessment of the implementation of the Resolution of the 13th National Party Congress in the context of the domestic and international situation with many new difficulties and challenges that have emerged and become more complicated and severe.

The Central Committee focused on analyzing, clarifying, and creating high consensus on the advantages, results, and achievements that have been achieved; at the same time, frankly pointed out the remaining limitations and weaknesses; analyzed the causes and drew lessons from the 13th Congress to date...

At the same time, propose major policies, decisions, key tasks and main solutions that need to be focused on and directed for implementation in the second half of the term.

From there, the Central Committee voted to approve the report, serving as a basis for the Politburo and the Secretariat to continue promoting the advantages and successful lessons learned in the first half of the term, urgently and seriously overcoming the remaining limitations and shortcomings to better fulfill their responsibilities in the second half of this term.

The General Secretary reiterated several previous statements and boldly affirmed: With all modesty, we can still say that "Our country has never had the foundation, potential, position and international prestige as it does today."

In addition, the General Secretary also reminded and noted that: "The results and success of the Congress are very important, however, that is only the beginning. Whether it can be done or not, whether the Resolution can be turned into a vivid reality or not; whether it can create material wealth, bring wealth and happiness to the people or not, that is the actual success of the Congress".
