Up to now, the operation of the government apparatus in both communes has been basically smooth, meeting the requirements of the tasks in the new situation. The number of cadres and staff of the communes has been arranged to basically meet the requirements of the tasks.
In Vinh Hao commune, from July 1 to 18, the Public Administration Service Center received 161 dossiers from people. In addition, the staff of the Public Administration Service Center guided and consulted 31 cases related to business registration and procedures related to land use rights. In Tuy Phong commune, from July 1 to 19, the Public Administration Service Center received 182 dossiers.

The two localities are facing some difficulties in the implementation process such as: The area of the current Public Administration Service Center is quite small, mostly reusing the offices and headquarters of the previous communes, so it does not meet the requirements of the task. Along with that, some working equipment such as desks, computers, printers and other equipment are mostly old. Currently, the locality is lacking experts in some specialized training fields such as: information technology - network administration, finance - accounting. The software currently used at the Public Administration Service Center is not synchronized, causing difficulties in the process of operating administrative procedures. Some software is not operating stably, still has errors, overloads during the operation and processing of records, affecting the progress of work settlement.

The communes also recommended that in the coming time, the Provincial People's Committee direct relevant agencies to organize in-depth training on professional work of departments and accounting work so that civil servants can access and perform well their assigned tasks.
It is recommended that the Department of Home Affairs pay attention and consider transferring provincial-level civil servants to the Commune People's Committee to support the missing professional positions such as: network administration, justice - civil status, health, education , finance - planning. Particularly, Tuy Phong Commune recommends that the Central Government provide guidance on the establishment or reorganization of the Phan Dung area (old) to ensure the establishment of a new government organization and ensure operations in this area.

The preparations for the first Party Congress of the commune have been basically completed, the propaganda work, ensuring security and order, and preparing documents for the congress have been basically completed. According to the plan, the Party Congress of Vinh Hao commune will take place on July 21-22, the Party Congress of Tuy Phong commune will take place on July 23-24.
At the meeting, representatives of the Provincial Party Committee Office, the Provincial Party Committee's Organizing Committee, and the Department of Home Affairs answered a number of recommendations from the communes, and at the same time requested that localities focus on completing the updating of party member cadre records. When transferring cadres from the commune Party Committee to the commune People's Committee and vice versa, it is necessary to report and ask for the opinion of the Organizing Committee for specific instructions, ensuring the rights of cadres and civil servants....

Speaking at the localities, comrade Dang Hong Sy acknowledged the efforts of the localities in proactively implementing the assigned tasks. With difficulties in facilities and equipment, the communes need to review their assets, utilize any headquarters that can still be used, and if there is a shortage, propose appropriate adjustments to the province and relevant agencies. Comrade Dang Hong Sy also requested the communes to review and complete the promulgation of regulations, rules, functions, tasks, and inspection and supervision programs for the departments and offices of the Party Committee and the People's Committee of the commune.

Complete the declaration of party member profiles, work history, and professional qualifications so that when necessary, they can be transferred to suitable positions. Currently, one cadre will take on many tasks, so communes must evaluate and transfer cadres to positions suitable for their professional qualifications and qualifications.
To ensure the operation of the apparatus, communes need to review cadres and civil servants with appropriate professional qualifications to work in positions where the commune lacks cadres and specialists. Communes can consider arranging part-time commune-level cadres in suitable positions. It is possible to transfer cadres, civil servants and public employees from the Party Committee to the Commune People's Committee to work and vice versa. The transfer process must be discussed with the Provincial Party Committee's Organization Board and the Department of Home Affairs to have appropriate instructions in accordance with regulations. Only positions that are truly lacking cadres and cannot be arranged by the commune should be proposed to the province for resolution.
Communes should launch a movement for cadres, civil servants, and public employees to self-study and improve their professional expertise, especially knowledge related to information technology, receiving and processing documents on the network environment, etc. Increase the application of information technology, encourage the development of "virtual assistants" (AI) to support and serve work faster and better.
Regarding the organization of the Commune Party Congress, the Deputy Secretary of the Provincial Party Committee suggested that communes need to step up propaganda work, carry out practical tasks and projects to welcome the congress... At the upcoming Commune Party Congress, the Party Committees of communes need to identify specific and key targets and tasks to strive to complete and exceed in the coming term, contributing to the socio -economic development of the locality.
