Lesson 1: Building Tan An City into the province's first smart city

Tan An City is increasingly asserting its role as the "core" of politics , economy and culture of the province. This achievement is derived from endogenous potential. However, to tap into available resources, we must start with innovative thinking and strong political determination.

Strong from the foundation

At the 5th Central Conference (13th tenure), on May 10, 2022, General Secretary Nguyen Phu Trong emphasized: "It is necessary to clearly identify that the grassroots Party organization is the foundation of the Party, the political nucleus at the grassroots level, the "bridge" between the Party and the people, ensuring the leadership of the Party at the grassroots level, and has a very important position in the Party's organizational system".

In recent times, Tan An City has ensured the leadership of the Party Committee, solidarity and unity throughout the Party. From strategic thinking, decisive action, responsibility, science , and specificity in leadership, direction and implementation, the City Party Committee has promoted collective intelligence, highlighted individual responsibility, especially the role of the leader in performing tasks. The City Party Committee has the largest number of Party members in the province, so it always focuses on promoting the role of each Party member in building a clean and strong grassroots Party organization.

Honored to receive the 55-year Party membership badge, Party member Le Xoàn (Tan Khanh Ward Party Committee) said that the Party is strong from each Party cell and Party member. Therefore, for him, Party cell meetings are important activities. Party cells are places to practice moral qualities and lifestyles, helping Party members to be steadfast in their ideology as well as their professional work. Moreover, participating in Party cell activities, Party members need to have practical opinions and strictly implement the Party's guidelines and policies, and the State's policies and laws. With that in mind, despite his old age, he still participates in movements launched by the locality. The Ward Party Committee chose to build a point on civilized urban streets. He commented that this policy is in line with the aspirations of the people, so the implementation is very convenient and quick. Thanks to that, many roads, alleys, and residential areas of households are increasingly airy.

As a soldier, one must be exemplary and take the lead in everything, even the smallest things, to gain the trust of the people. That is the mindset of veteran Do Dang Son (Binh Cu 1 neighborhood, ward 6). He and his wife are known by their neighbors as a happy family, good at business and raising their children well. Mr. Son recounted that he left his hometown Thanh Hoa to join the army in 1960. After more than 50 years of serving the Party, he held many positions in the army and retired in 2000 with the rank of Lieutenant Colonel. Returning to civilian life, he continued to participate in local work, holding the position of Chairman of the Vietnam Fatherland Front Committee of Ward 6, then Head of the Propaganda Department, Veterans Association of the province until 2012. Mr. Son shared: Imbued with Uncle Ho's teachings: "Our army is loyal to the Party, filial to the people, ready to fight and sacrifice for the independence and freedom of the Fatherland, for Socialism. Every task is completed, every difficulty is overcome, every enemy is defeated" so when he no longer works, he still maintains the noble qualities of Uncle Ho's soldier.

“I am over 80 years old. In 2022, I was classified as a Party member who has completed his tasks excellently. I think if I am not a good example, who will be? I have to live well to set an example for my children and grandchildren and contribute to building a clean and strong Party Committee of the ward as well as the City Party Committee,” said Mr. Son.

Having devoted nearly his entire life to the revolutionary cause of the Party, now, although he is old and living happily with his family of three generations, Mr. Son still encourages his children and grandchildren to live a full life with the people and the country. Although his two sons do not follow a military career and do business, they still devote a lot of effort to participating in local activities, especially in social security work. Alley 456 in front of his house used to be a small dirt road, very difficult to travel. His family worked hard to mobilize and contribute to widening the road and installing lighting to maintain security and order. During the days when the local Covid-19 epidemic broke out, the family contributed masks and necessities to support those performing their duties on the front lines. Not only that, he and his wife also reduced the room rent for tenants in two installments. On the occasion of Tet, he and his wife also gave gifts to tenants in difficult circumstances.

In recent times, the socio-economic situation in the city has developed quite comprehensively. Notably, the "bright spots" in site clearance, urban beautification, etc. have made the city's appearance increasingly spacious, becoming a "Friendly, civilized, modern" city. In addition, the progress of deploying and implementing 2/3 key traffic works according to the Resolution of the 11th Provincial Party Congress in the city (the intersection of Hung Vuong Street - National Highway 62 and Tan An City Ring Road) has basically achieved good results. The work of building a clean and strong Party, government and political and social organizations continues to be focused on. National defense - political security, order, social safety and foreign affairs are maintained. People's lives have been improved and have many improvements. The political system continues to be consolidated, improving the quality and efficiency of operations, etc.

Tan An City currently has 31 grassroots Party organizations. Of these, there are 25 Party Committees (14 Party Committees of communes and wards; 11 Party Committees of agencies, schools, and enterprises) and 6 grassroots Party cells with 5,566 Party members.

With the solidarity and efforts of the entire political system, the joint efforts and consensus of all classes of people, Tan An City achieved and exceeded 18/18 targets, of which 7 targets were exceeded according to the Resolution (NQ) of the City Party Committee in 2022.

2023 is the year to review and evaluate the results of implementing the Resolution of the Party Congresses at all levels in the mid-term of 2020-2025; promoting the spirit of solidarity, unity, innovation in thinking, working style, and manners,... agencies, units, and localities focus on leading, directing, and organizing the good implementation of the assigned tasks.

Secretary of the City Party Committee, Chairman of the People's Council of Tan An City - Le Cong Dinh said that from the beginning of the year, the city thoroughly grasped and collected opinions from cadres and Party members in implementing key projects in the area; at the same time, leaders developed a plan to overcome the limitations and shortcomings of the previous year. The city continues to deploy and seriously implement Conclusion No. 21-KL/TW, dated October 25, 2021 of the Party Central Committee (13th tenure) in conjunction with Conclusion No. 01-KL/TW, dated May 18, 2021 of the Politburo according to the 2023 theme on "Studying and following Ho Chi Minh's ideology, morality and style on building and developing Long An culture and people" and "Studying and following Ho Chi Minh's ideology, morality and style on building and developing people of Tan An City to be friendly, civilized and modern"; Directive No. 33-CT/TU, dated February 10, 2023 of the Standing Committee of the City Party Committee on strengthening political and ideological education, training in revolutionary ethics and lifestyle for cadres and Party members and Party regulations on exemplary responsibility.

In addition, the city focuses on building a model of the Four Good grassroots Party organization (Four Good Party Cell, Four Good Grassroots Party Committee: Successfully completing political tasks; good quality of activities; good solidarity and discipline; good cadres and Party members) according to Plan No. 78-KH/TU, dated October 28, 2022 of the Standing Committee of the City Party Committee to implement Resolution No. 21-NQ/TW of the Central Executive Committee (term XIII) on strengthening, consolidating, building grassroots Party organizations and improving the quality of Party members in the new period.

In particular, Tan An City has announced its logo, slogan, summarized the digital transformation model and launched the city's Smart Operations Center. This is the roadmap to build Tan An City into the first "Friendly, civilized, modern" urban area of the province.

The entire Party Committee with the highest political determination is to complete the targets of the Resolution of the 11th City Party Congress in 2024, to be recognized as a city meeting civilized urban standards in 2024 to celebrate the 15th anniversary of the establishment of Tan An City.
