Keeping up with the digital trend, aiming to build an electronic administration, the Department of Agriculture and Environment (DEA) of Long An province is actively promoting digital transformation (DTS), improving efficiency in management, sustainable exploitation of natural resources, environmental protection, biodiversity conservation, proactively responding to climate change, building a green economy, circular economy, and being environmentally friendly.

In recent times, the provincial Department of Agriculture and Environment has been implementing digitalization projects and programs to contribute to improving the effectiveness and efficiency of management and advising the Provincial People's Committee to solve issues related to natural resources, environment and agricultural production. Notably, the construction of a cadastral records system and land management database on a digital platform; installation of an automatic monitoring system to monitor, supervise and manage the environment , weather developments, and natural disaster forecasts on a digital platform, etc.

In addition, the application of software to handle administrative procedures and electronic document software has also been deployed and directed by the Department. Currently, most of the documents of the departments and units under the Department have been exchanged on the administrative document management system combined with digital signature on the software. Thereby, helping to shorten the time to process work, reduce costs, improve productivity, work efficiency and professionalize the style of serving people and businesses.

Director of the Provincial Center for Irrigation and Clean Water - Trang Tan Tai said: Currently, the Center maintains 35 automatic water level measuring stations and 13 automatic salinity measuring stations on main rivers and canals, serving the monitoring and forecasting of hydrological situations, supporting the management and operation of the irrigation system .

At the same time, 12 automatic monitoring stations have been installed to monitor and supervise the quality of surface water, underground water and air. Monitoring data is continuously sent and received on Envisoft software, helping management agencies to evaluate, forecast and propose management directions and environmental protection plans for each area conveniently, easily and accurately.

According to Deputy Director of the Department of Agriculture and Environment - Phan Van Cuong, in recent times, the Department has focused on directing, deploying, and synchronously implementing tasks and solutions to promote digital transformation work in the entire sector; advising on the development and promulgation of basically complete legal documents and guidance documents to serve the work of building and developing e-government, digital government, digital economy and digital society in the field of agriculture and environment.

The Department focuses on investing in and upgrading IT infrastructure, perfecting application systems and shared digital platforms according to the digital transformation roadmap for the 2021-2025 period. The work of building and developing specialized databases is promoted, ensuring seamless connection and data sharing between the Department and its affiliated units, related departments, branches and People's Committees at all levels. In addition, the Department strengthens the implementation of online public services at the full level, promotes the digitization of administrative procedure records, contributing to improving the quality of service for people and businesses and improving the efficiency of management and operation in the whole industry.

According to the plan, in 2025, the industry will continue to upgrade the public information system on water resources and the environment, serving the updating and exploitation of data in the water resources and mineral resources database.

Also according to Mr. Phan Van Cuong, in the coming time, the Department will focus on propagating to each civil servant, public employee, and employee of the Agriculture and Environment sector to understand and grasp digital transformation; at the same time, assess the current digital transformation status of the sector, thereby having orientations and plans for investment in digital transformation development in the coming time.

In addition, the Department continues to build and complete the database of the Agriculture and Environment sector. Accordingly, it completes the attribute data and scans the records. Regarding the land database, the sector also focuses on completing the land database associated with the results of the overall survey project in the province, expected to be completed by December 31, 2025.

“The Department continues to advise and invest in information technology infrastructure to serve digital transformation such as transmission lines, backup systems, data backup, etc. At the same time, it continues to review and advise on the application of applications serving state management such as drones, remote sensing images, flycam systems, etc. to serve the work of monitoring, inspecting, and tracking changes in the fields of agricultural production, environment, and minerals; at the same time, review administrative procedures related to the field of agriculture and environment, especially associated with the overall procedures, ensuring that people can easily implement and receive results quickly and conveniently” - Mr. Phan Van Cuong emphasized.

The agriculture and environment sector is determined to shift from "management" to "service and creation", promoting the application of information technology, digitizing resource data, building agricultural ecosystems and craft villages in the network environment, etc., contributing to accelerating the digital transformation process, effectively serving the reform of administrative procedures, building a professional and modern administration, increasing competitive advantages and attracting investment./.
