1. Can a lost license plate be reissued?

Article 16 of Circular 24/2023/TT-BCA stipulates the procedures for issuing, exchanging, and reissuing vehicle registration cards and license plates as follows:

Article 16. Cases of re-issuance and renewal

1. In case of issuing and changing vehicle registration certificates and license plates: Modified vehicles; vehicles with changed paint color; registered vehicles, issuing license plates with white background, black letters and numbers to license plates with yellow background, black letters and numbers (vehicles operating in the automobile transportation business) and vice versa; renewing vehicle registration certificates; changing vehicle owner information (vehicle owner name, personal identification number, address); damaged, blurred, torn vehicle registration certificates; damaged, blurred, broken license plates or vehicle owners who need to issue and exchange old vehicle registration certificates and license plates to vehicle registration certificates and license plates according to the provisions of this Circular.

2. In case of re-issuance of vehicle registration certificate, re-issuance of license plate: Lost vehicle registration certificate; lost license plate.

Thus, when the license plate is lost, the vehicle owner must apply for a new license plate.

2. Application for reissuing lost license plate

The file to re-issue a lost license plate includes:

(i) Vehicle registration certificate.

(ii) Vehicle owner's documents, specifically:

- Vehicle owner is Vietnamese: Use level 2 electronic identification account to carry out vehicle registration procedures on the public service portal or present citizen identification card or passport.

For armed forces: Present People's Police ID card or People's Army ID card or certificate of confirmation from the head of the agency, working unit from regimental level, department, district-level Police or equivalent or higher (in case the armed forces ID card has not been issued).

- Car owner is a foreigner:

+ Vehicle owner is a member of a diplomatic mission, consular agency, or representative agency of an international organization in Vietnam: Present a valid diplomatic identity card, official identity card, consular identity card, honorary consular identity card, or (ordinary) identity card and submit a letter of introduction from the State Protocol Department or the Department of Foreign Affairs;

+ In case the vehicle owner is a foreigner living and working in Vietnam (except for the subjects specified in Point a of this Clause): Present a permanent residence card or temporary residence card (with a remaining residence period in Vietnam of 06 months or more).

- Vehicle owner is an organization:

+ Vehicle owners are organizations (except for the subjects specified in Point b, Clause 3 of this Article): Use a level 2 electronic identification account to carry out vehicle registration procedures on the public service portal; in case the organization has not been granted a level 2 electronic identification account, it must present a tax code notification or establishment decision.

In case of military enterprise vehicles, there must be an additional letter of introduction from the Department of Vehicles and Machinery, General Department of Engineering, Ministry of National Defense;

In case the vehicle operates in the automobile transportation business, there must be an additional copy of the automobile transportation business license issued by the Department of Transport, along with the original for comparison; in case the vehicle belongs to another organization or individual, there must be a vehicle rental contract, business cooperation contract, or service contract;

+ Vehicle owners are diplomatic missions, consular offices and representative offices of international organizations in Vietnam: Use a level 2 electronic identification account to carry out vehicle registration procedures on the public service portal; in case the organization has not been granted a level 2 electronic identification account, it must present a tax code notification and submit a Letter of Introduction from the State Protocol Department or the Department of Foreign Affairs;

+ The person introduced by the agency or organization to do the procedure must submit the vehicle owner's documents according to regulations and present identification documents.

Note: The authorized person coming to handle vehicle registration procedures, in addition to the vehicle owner's documents as above, must also present identification documents and submit a notarized or certified authorization document as prescribed.

3. How to re-issue a lost license plate

Note: Currently, to re-issue a lost license plate, citizens must do it online. Only when they cannot do it online, citizens should contact the vehicle registration agency directly for instructions.

- Step 1: Access the Ministry of Public Security's Public Service Portal at https://dichvucong.bocongan.gov.vn/?home=1

- Step 2: Select “Login”

- Step 3: Log in with your national public service portal account

- Step 4: Enter the keyword "Reissue vehicle registration certificate, license plate", then click search.

- Step 5: Choose a place to carry out the procedure to reissue the lost license plate.

- Step 6: Select “Submit application”

- Step 8: Declare information

Vehicle owners log in to the public service portal and are responsible for fully declaring the contents specified in the vehicle registration declaration, signing or signing, clearly stating their full name, stamping (if an agency or organization) and attaching a scanned copy of the engine number and chassis number as prescribed on the public service portal.

- Step 9: After checking the vehicle records to ensure they are valid, the vehicle registration agency will send a notice to the vehicle owner to pay the vehicle registration fee and public postal service fee on the public service portal to return the vehicle registration results according to regulations.

- Step 10: Vehicle owner receives vehicle registration certificate or license plate as prescribed from public postal service.
