The Ministry of Education and Training has announced a draft Circular replacing Circular No. 12/2017/TT-BGDĐT on quality accreditation of higher education institutions. The draft includes important adjustments aimed at updating international standards, reducing the administrative burden on universities, and promoting a culture of genuine quality assurance.
Commenting on some important adjustments in the draft Circular, Associate Professor Tran Trung Kien - Head of the Quality Management Board, Hanoi University of Science and Technology - said: The draft reduces the number of standards and criteria but requires more in-depth evidence and quality improvement, clarifies benchmarking, incorporates KPIs to evaluate effectiveness, strengthens digital transformation, and provides clear transitional provisions. The draft also increases post-accreditation monitoring and transparency in the process.
Identifying some limitations in the work of assessing the quality of higher education , Associate Professor, Dr. Tran Trung Kien said that currently the capacity and awareness of staff, lecturers and learners are not uniform, leading to self-assessment reports lacking depth and not reflecting the reality.
Despite the existence of a legal framework, there is a lack of clear sanctions to address facilities that do not seriously comply with inspection requirements; there is also a lack of monitoring and supervision of recommendations made after inspections. Inspection organizations also lack clear responsibilities in monitoring improvements after inspections.
The draft Circular contributes to overcoming many of the aforementioned limitations. Specifically, according to Associate Professor Dr. Tran Trung Kien, the draft stipulates improvement reporting and monitoring after 12-24 months for weak institutions, increasing post-accreditation supervision. It encourages and supports educational institutions to develop internal quality assurance systems, aiming towards self-assessment and prioritizing internal quality assurance. It expands the scope for internationally recognized organizations, increasing flexibility and healthy competition.
The draft Circular also changes the evaluation method (pass/fail/conditionally pass), allowing for a transitional period to monitor the improvement process of educational institutions towards achieving "pass". This makes the accreditation process more rigorous. The requirement to update data in the accreditation management software enhances transparency and openness.
