On May 19, the Provincial People's Committee held a conference to improve local governance and management indicators in Bac Ninh province in 2023 with the theme "Improving governance quality - Striving to overcome growth challenges". The conference was connected online to 8 districts, towns and cities. Comrades: Nguyen Anh Tuan, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Huong Giang, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired.

Also attending were comrade Vuong Quoc Tuan, Alternate Member of the Party Central Committee, Permanent Vice Chairman of the Provincial People's Committee; comrades of the Provincial Party Standing Committee, leaders of the Provincial People's Council and People's Committee; representatives of central ministries, branches, departments, branches and relevant units.

Opening the Conference, Chairman of the Provincial People's Committee Nguyen Huong Giang emphasized the province's determination to persistently improve indicators, promote administrative reform, be resolute in directing and operating, be creative in organizing and implementing, and shorten the gap between policies and policy implementation. Through the indicators, the province's business investment environment will continue to improve, the trust of investors, the business community and people in the quality of management of the provincial government will be further consolidated, and Bac Ninh will always be a successful destination for businesses. At the same time, he pointed out that some component indicators still have many shortcomings, causing difficulties, obstacles and bottlenecks for businesses and people.

In the spirit of the theme "Improving the quality of management - Striving to overcome growth challenges", the Chairman of the Provincial People's Committee requested experts and scientists to propose solutions to improve growth quality, improve indicators synchronously and sustainably, and make recommendations for the province to continue to perfect policies and mechanisms, and effective support measures for the business community. Departments, branches and localities focus on clarifying shortcomings and limitations in improving indicators, proposing new ideas and initiatives, and prioritizing tasks to ensure high efficiency in implementation, closely following functions and tasks. Enterprises need to promptly inform the province about difficulties and obstacles that need to be resolved by all levels and branches. Affirming that Bac Ninh is committed to continuing to accompany the business community with specific and practical actions, based on "loyalty, sincerity and integrity".

Provincial leaders, representatives of central ministries, branches and enterprises discussed measures to improve local management and governance indicators.

Analyzing the Provincial Competitiveness Index (PCI) and Provincial Green Index (PGI) in 2022, Director of the Provincial Institute for Socio -Economic Development Nguyen Phuong Bac emphasized: Bac Ninh is the only locality to be honored with both PCI and PGI indexes, and is the leading province in the Red River Delta region in terms of PGI index. Bac Ninh's PCI index ranked 7th nationwide, reaching 69.08 points, with high-ranking component indexes such as: leading the country in the Time Cost Index; 2nd in the Labor Training Index; 5th in the Business Support Policy Index; 8th in the two Indexes of Transparency and Fair Competition...

The conference also heard Standing Member of the National Assembly's Economic Committee Phan Duc Hieu share experiences in improving the provincial business environment from the perspective of legal compliance costs; Associate Professor, Dr. Tran Dinh Thien, former Director of the Vietnam Economic Institute, member of the Prime Minister's Advisory Group analyzed growth challenges and recommendations for the province; leaders of a number of departments, branches and localities analyzed the satisfaction index of people and organizations with the service of state administrative agencies (SIPAS) and the administrative reform index (PAR INDEX) in 2022, explained the shortcomings and limitations in improving the SIPAS and PAR INDEX indices, thereby proposing solutions and measures to effectively improve the indices in the coming time.

In his concluding remarks, Secretary of the Provincial Party Committee Nguyen Anh Tuan requested the Party Committee of the Provincial People's Committee to assign units to take the lead in implementing the indicators, develop a plan to advise the Provincial People's Committee to assign specific tasks to each department, branch, and locality related to the component indicators. On that basis, departments, branches, and localities proactively develop their unit's implementation plan and send it to the standing agency for synthesis and monitoring. Study and complete the working regulations of the Party Committee of the Provincial People's Committee; each department, branch, and locality reviews the process of receiving and processing work. Assign the Department of Home Affairs to coordinate with the Provincial Party Committee's Organization Board to study the mechanism for preserving the results of evaluating the work results of units in the previous year for consideration and classification for emulation in the following year. Departments, branches, and localities review the information technology infrastructure and equipment serving digital transformation, handling administrative procedures, and implementing online public services. Along with that, strengthen inspection and supervision of the implementation of public ethics, heads of units must be responsible if officials violate. Publicize and make information transparent, strengthen dialogue organization; upgrade software to reflect recommendations for businesses; organize training and update policies for commune-level officials. Request the Vietnam Fatherland Front Committee and socio-political organizations to join with authorities at all levels in guiding the implementation of administrative procedures for people and businesses; supervise officials and civil servants in implementing public ethics.
