According to the Project "Determining the set of indicators to assess digital transformation of ministries, ministerial-level agencies, government agencies, provinces, centrally run cities and the country" issued by the Ministry of Information and Communications , the provincial Digital Transformation Index (DTI) is structured according to 03 pillars: digital government, digital economy and digital society, including 09 main assessment indicators with 98 component indicators.
In 2020, Bac Kan 's DTI index ranked 59th out of 63 provinces and cities. In 2021, the province rose to 51st out of 63. In 2022, Bac Kan province reached 394.13 points, although it increased by 74.02 points compared to 2021, its ranking dropped 12 places to 63rd out of 63 provinces and centrally run cities.
The specific results according to 09 index groups are as follows: The index group on Digital Government Activities reached 69.66/100 points. The index group on Digital Economic Activities reached 68.31/100 points. The index group on Provincial Digital Awareness reached 67.5/100 points. The index group on Human Resources reached 58.07/100 points. The index group on Provincial Infrastructure reached 47.42/100 points. The index group on Provincial Digital Institutions reached 40/100 points. The index group on Digital Social Activities reached 26.13/100 points. The index group on Cyber Security only reached 17.04/100 points. The index group on Smart Cities is for reference only, not counted.
Of which, up to 34 component indexes scored 0, including an index that lost points in a very unfortunate way, causing Bac Kan's total DTI score to only reach 394.13/1,000 points.
Specify the cause
Through analysis, the Department of Information and Communications pointed out a number of reasons why the index groups achieved low scores. Subjectively, the leadership and direction of the implementation of digital transformation tasks in some agencies and units have not really received proper attention and focus, causing some criteria to lose points such as: The rate of civil servants and public employees receiving training on digital transformation; The rate of online processing of records; The number of households with digital addresses... The collection of data and verification documents has not been of high quality.
Objectively, the province's socio-economic conditions are still difficult, so many component indicators are difficult to implement, such as: The proportion of adults and households with smartphones; the proportion of households with broadband internet access; the number of digital platform enterprises; the application of digital platforms in small and medium enterprises; the proportion of people's and businesses' accounts using online public services; the proportion of people with personal signatures and electronic signatures; the proportion of businesses using electronic contracts...
The set of digital transformation assessment indexes issued by the Ministry of Information and Communications in May 2022 has some new criteria that are difficult to collect and determine data such as: The proportion of digital economy in GRDP, the rate of enterprises applying digital platforms, the number of .vn domain names, the number of people with information technology skills, etc.
In addition, this set of indicators is designed to be applied in the next few years. Therefore, many criteria are not suitable for current practical conditions. On the other hand, the province's budget is very limited, so component indicators related to funding sources are difficult to achieve high scores. The level of information technology application of people and businesses is still limited, and the habit of using online public services, platforms, digital applications, etc. has not yet been formed.
Propose solutions and promptly implement them
Implementing the direction of the Chairman of the Provincial People's Committee at the conference to review the first 6 months of 2023 on digital transformation and Project 06 of the province, on July 25, the Department of Information and Communications chaired and coordinated with the Office of the Provincial People's Committee, Provincial Police, Department of Finance, Department of Planning and Investment to organize a meeting.
At the meeting, representatives of departments and branches reviewed each criterion content, clearly identified the content, and proposed specific solutions to overcome the shortcomings and limitations of the Provincial Digital Transformation Index in 2022, and improve the quality of the index in 2023. Draft a plan to specifically assign the focal unit to monitor, the unit in charge of implementation, and the unit coordinating implementation for each criterion.
This plan is a premise for each unit and locality to immediately identify specific tasks to contribute to improving the quality of the digital transformation index in 2023 in particular and the quality of digital transformation activities of the province in general.
In particular, some outstanding solutions have been identified by delegates from various sectors such as: Setting specific time for tasks; directing the synchronous creation and regulation of digital transformation column activities on 100% of grassroots broadcasting systems; proposing solutions to hire digital transformation experts; assigning responsibility for preparing and approving information security proposal documents according to levels; developing incident response plans; organizing information security drills; increasing the rate of online public services with pre-filled information; promoting businesses to apply digital platforms; attracting IT-Telecommunications businesses to operate in the province...
After consulting with departments, branches and localities, the Department of Information and Communications will submit to the Provincial People's Committee a plan for units and localities to implement. In the immediate future, the branches will actively implement a number of contents such as: Plan to implement the 100-day peak campaign "Improving the efficiency of providing and using online public services in Bac Kan province"; reviewing and restructuring administrative procedures; implementing digital transformation tasks and projects in 2023; promoting connection and data sharing, etc.
With a high sense of responsibility, looking straight at the limitations and weaknesses to overcome, hopefully the above solutions will be effective, contributing to improving the province's digital transformation index in the coming time./.
