According to the Project "Determining the Set of Indicators for Evaluating Digital Transformation of Ministries, ministerial-level agencies, government agencies, provinces, centrally-administered cities and the nation" issued by the Ministry of Information and Communications , the Provincial Digital Transformation Index (DTI) is structured according to three pillars: digital government, digital economy, and digital society, comprising nine main evaluation indicators with 98 component indicators.
In 2020, Bac Kan's DTI index ranked 59th out of 63 provinces and cities. In 2021, the province rose to 51st out of 63. In 2022, Bac Kan province achieved 394.13 points, an increase of 74.02 points compared to 2021, but its ranking dropped 12 places to 63rd out of 63 centrally-administered provinces and cities.
The specific results according to the 9 indicator groups are as follows: The Digital Government Activities indicator group achieved 69.66/100 points. The Digital Economic Activities indicator group achieved 68.31/100 points. The Digital Awareness indicator group achieved 67.5/100 points. The Human Resources indicator group achieved 58.07/100 points. The Provincial Infrastructure indicator group achieved 47.42/100 points. The Digital Institutions indicator group achieved 40/100 points. The Digital Social Activities indicator group achieved 26.13/100 points. The Network Information Security indicator group only achieved 17.04/100 points. The Smart City indicator group is for reference only and is not included in the scoring.
Of these, as many as 34 component indicators scored 0, including some indicators that unfortunately lost points, resulting in Bac Kan's overall DTI score reaching only 394.13/1,000 points.
Specify the cause.
Through analysis, the Department of Information and Communications has identified several reasons for the low scores in various indicator groups. Subjectively, leadership and guidance in implementing digital transformation tasks in some agencies and units have not received adequate attention, leading to a loss of points for some criteria such as: the percentage of civil servants and public employees receiving training on digital transformation; the percentage of online processed applications; the number of households with digital addresses, etc. The collection of data and verification documents has not been of high quality.
Objectively, the province's socio-economic conditions are still challenging, making it difficult to achieve many component indicators such as: the percentage of adults and households with smartphones; the percentage of households with broadband internet access; the number of digital platform businesses; the application of digital platforms in small and medium-sized enterprises; the percentage of citizen and business accounts using online public services; the percentage of citizens with personal and electronic signatures; the percentage of businesses using electronic contracts, etc.
The digital transformation assessment index recently issued by the Ministry of Information and Communications in May 2022 includes several new criteria that are difficult to collect and determine data for, such as: the proportion of the digital economy in GRDP, the percentage of businesses applying digital platforms, the number of .vn domain names, and the number of people with IT skills…
Furthermore, this set of indicators was developed with a view to implementation in the next few years. Therefore, many criteria are not suitable for current practical conditions. On the other hand, the province's budget is very limited, so it is difficult for the component indicators related to funding to achieve high scores. The level of information technology application among citizens and businesses is still limited, and the habit of using online public services, platforms, and digital applications has not yet been formed.
Propose solutions and promptly begin implementation.
Following the directives of the Chairman of the Provincial People's Committee at the conference summarizing the first six months of 2023 on digital transformation and the province's Project 06, on July 25th, the Department of Information and Communications chaired and coordinated with the Provincial People's Committee Office, the Provincial Police Department, the Department of Finance, and the Department of Planning and Investment to organize a meeting.
During the meeting, representatives from various departments and agencies reviewed each criterion, clearly identifying the content and proposing specific solutions to address the shortcomings and limitations of the 2022 Provincial Digital Transformation Index, and to improve the quality of the index in 2023. They also developed a draft plan assigning specific focal units for monitoring, lead units for implementation, and coordinating units for each criterion.
This plan serves as a foundation for each unit and locality to immediately identify specific actions to contribute to improving the quality of the digital transformation index in 2023 in particular, and the quality of digital transformation activities of the province in general.
Among the prominent solutions identified by representatives from various sectors were: setting specific timelines for tasks; directing the synchronized creation and regulation of digital transformation programs across 100% of local broadcasting systems; proposing solutions for hiring digital transformation experts; assigning responsibility for preparing and approving information security proposals according to levels; developing incident response plans; organizing information security drills; increasing the rate of pre-filled online public services; promoting the application of digital platforms by businesses; and attracting IT and telecommunications businesses to operate in the province…
After consulting with relevant departments, agencies, and localities, the Department of Information and Communications will submit a plan to the Provincial People's Committee for implementation by relevant units and localities. Initially, the departments will actively implement several key areas, including: the 100-day intensive campaign "Improving the efficiency of providing and using online public services in Bac Kan province"; reviewing and restructuring administrative procedures; implementing digital transformation tasks and projects in 2023; and promoting data connectivity and sharing.
With a high sense of responsibility and a willingness to confront and address shortcomings, it is hoped that the above solutions will be effective and contribute to improving the province's digital transformation index in the coming time.
