Circular 30/2024/TT-BGDDT was issued by the Ministry of Education and Training (MOET) with many important adjustments in the admission of junior high school and high school to ensure fairness and transparency, while enhancing the application of technology to simplify the admission process. After more than a month of implementation, the Circular has initially shown its effectiveness, helping localities to be more proactive in admission work and receiving positive feedback from society.

Dr. Thai Van Tai, Director of the General Education Department, emphasized that Circular 30 was developed in the context of implementing the 2018 general education program, while promoting strong digital transformation in education. He affirmed: "Circular 30 not only regulates the admission process, but also creates a solid foundation for innovating general education in a more modern and flexible direction."
According to a report on March 28, this year, 60 provinces and cities will organize entrance exams for grade 10. Of these, 58 provinces will choose English as the third subject, while Ha Giang and Binh Thuan will choose History and Geography. The three provinces of Ca Mau, Vinh Long, and Gia Lai will organize entrance exams for public high schools. The Ministry of Education and Training requires the provinces to issue detailed instructions before March 31 to promptly announce the enrollment plan.
So far, Circular 30 has initially shown positive signs. Localities have been proactive in enrollment, reducing confusion compared to previous years. The application of technology in enrollment registration helps reduce administrative pressure, saving time for parents and students. In addition, regulations on direct admission and exam subjects have helped ensure fairness in enrollment, receiving positive feedback from society.
Most Departments of Education and Training have published sample exam questions to guide 9th graders in their review. Candidates applying to specialized schools take exams in four subjects: Math, Literature, a third subject, and a specialized subject. Some specialized schools affiliated with universities have coordinated with the Department of Education and Training to ensure compliance with admission regulations.

However, there are still some concerns in the implementation process. Some Departments of Education and Training do not fully understand the regulations on admission to specialized high schools and preferential treatment for students in areas with particularly difficult socio-economic conditions. To address this issue, the Ministry of Education and Training has issued a guidance document and requested localities to increase propaganda and clearly disseminate the purpose of Circular 30 to avoid unnecessary misunderstandings.
The Ministry also requested to strengthen inspection and examination work to promptly remove difficulties, correct errors and prevent negative risks in the enrollment process. Localities, schools and related units need to improve accountability and promptly handle unusual incidents to ensure the enrollment process goes smoothly.
The Ministry of Education and Training confirmed that the 10th grade entrance exam will take place in the first week of June to avoid overlapping with the 2025 high school graduation exam. This is the first year that the new 2018 general education program has been implemented synchronously from grades 1 to 12, creating a foundation for the transition from content-oriented teaching to student capacity development orientation.
Mr. Thai Van Tai also emphasized that the Ministry of Education and Training is ready to receive feedback from localities to make flexible adjustments, ensuring that they are suitable for the characteristics of each place while still adhering to the general principles. "The implementation requires close coordination between the parties so as not to cause surprises or difficulties for students and parents. Timely communication will help society understand the changes and feel secure in implementing them," he said.
Circular 30/2024/TT-BGDDT not only improves the admission process but also creates an important premise for innovation in general education. Adjustments in secondary and high school admissions contribute to improving the quality of education, helping students access a fair, transparent learning environment that is consistent with development trends.
