It is forecasted that the Northern region will have moderate to heavy rain, and in some places very heavy rain with total rainfall ranging from 70-150mm, with some places over 250mm. In the North Central region, from the evening of May 23 to the night of May 24, there will be widespread rain ranging from 40-100mm, with some places over 150mm. Previously, prolonged heavy rains caused flash floods and serious landslides in Ba Be district ( Bac Kan ), killing 4 people and injuring 3 others. The Ministry of Agriculture and Environment emphasized that localities should not be subjective, and should focus on closely monitoring bulletins warning of heavy rain, flash floods, and landslides; promptly informing people to proactively prevent them.

Provinces and cities are required to mobilize shock troops to inspect high-risk areas such as low-lying areas and river banks; organize dredging of waterways and review evacuation plans for people in dangerous areas. At the same time, assign forces to regulate traffic at deeply flooded areas, resolutely not allowing people and vehicles to pass through dangerous areas.
