Attending were Mr. Pham Cao Thai, Director of the Legal Department, Ministry of Culture, Sports and Tourism and delegates from 5 provinces and cities including: Ho Chi Minh City, Dong Thap, Tay Ninh, Lam Dong and Dong Nai .
Speaking at the opening of the conference, Mr. Pham Cao Thai emphasized that in recent times, the work of building and perfecting institutions has been one of the key tasks that the Ministry of Culture, Sports and Tourism has always paid attention to and implemented. Up to now, the legal system of the industry has 427 documents, including 14 laws, 77 decrees, 42 decisions/directives of the Prime Minister and 293 circulars and decisions of the Minister.

These legal systems are divided into 18 fields such as: cultural heritage, grassroots culture, family, library, performing arts, fine arts, photography and exhibition, advertising, cinema, press, publishing, printing and distribution, radio and television, electronic information... The content of the documents has concretized the Party's policies and guidelines, the normative documents of the superior state agencies; ensuring conformity and consistency with the current legal system, regulating issues arising in practice, having a positive impact on the socio- economic situation and state management of the ministry.

At the conference, delegates were informed about policies and laws, combined with dissemination and propaganda of legal documents in the fields under the state management of the Ministry of Culture, Sports and Tourism issued from July 2024 to October 2025 and related legal documents; communication of policies on decentralization, delegation, and division of authority in the fields of culture, sports and tourism; organization and operation of the local government apparatus according to a two-level model; consultation and dialogue, guidance on skills to learn and exploit laws in the fields under the state management of the ministry...
