Avoid the risk of the "middle income trap"

Deputy Truong Trong Nghia (HCMC) said that to achieve the goal of Vietnam becoming a developed country by 2045 (or even sooner if we know how to overcome our own limits), we must overcome many risks and challenges, including the risk of the "middle-income trap".

The Deputy believes that to avoid this risk, the economy must grow strongly in the medium and long term, and must have the ability to be self-reliant, resilient and highly internationally competitive. Meanwhile, through reports, the Deputy believes that we are showing signs of approaching the "middle-income trap".

These are the dual dependence on FDI in the export and import markets; low labor productivity, localization rate and added value compared to the region; finance, banking, capital market, real estate market still have many potential risks; lack of high-quality human resources, aging population, declining birth rate; the environment is continuing to deteriorate; the gap between rich and poor is widening. In particular, the income of workers, including officials and civil servants, is still low.

According to Deputy Truong Trong Nghia, the solution to avoid falling into the "middle-income trap" is to transform the growth method and model, specifically the intellectual economy, digital economy, green economy and circular economy; otherwise, we will lose the opportunity to join developed countries in the new era of humanity.

Another huge challenge that must be overcome is the human factor, the human resource, the decisive factor for the success or failure of all policies, strategies and laws. Delegate Truong Trong Nghia proposed a breakthrough decision on the income and treatment of this group, according to the principle that "the salary of officials and civil servants must be equal to the average living standard of society, so that they can focus on public service and not have to work extra to take care of their lives", and they cannot be allowed to belong to the poor class of society.

Along with increased income, it is necessary to set up reasonable KPIs, apply appropriate rewards and strict sanctions for KPI implementation, along with other reasonable incentives.

Deputy Truong Trong Nghia said that, in order to develop in the current era, training and attracting talent is a mandatory and urgent need. In appointing leaders of all sectors and levels, the Deputy suggested immediately applying scientific and reasonable standards, criteria, and methods to evaluate and select using objective and impartial measures, for the highest benefit of the country.

Planning for leadership staff must be a process of testing and verification, with ups and downs, ins and outs; it is necessary to use and boldly appoint those who have demonstrated their qualifications and real capacity, have enthusiasm for dedication and high public service ethics.

Need to restructure the legal system

On the other hand, in her speech, Deputy Mai Thi Phuong Hoa (Ninh Binh) emphasized the issue of restructuring the legal system in the current period.

According to the delegate, it must be frankly admitted that there are certain times when legal documents are built and developed spontaneously, not really complying with the basic principles of the legal system, leading to conflicts, overlaps, creating bottlenecks, and hindering development.

Faced with the country's breakthrough development requirements from now until 2045, implementing a revolution to streamline the apparatus of the political system, and implementing a 2-level local government model, the delegate said it is necessary to restructure the legal system.

Deputy Mai Thi Phuong Hoa said that the Ministry of Justice is presiding over the development of the Project “Improving the structure of Vietnam’s legal system to meet the requirements of national development in the new era”. This is a very important and necessary task in the current period. If the organization of the political system is “in line”, the legal system must also be restructured so that legal documents are “in line” and more solid and stable; thus, the institution will no longer be a bottleneck but will be a driving force for development creation.

At the end of her speech, Deputy Mai Hoa quoted the content of an article in the Saigon Giai Phong Newspaper that she really liked: “Institutions are the foundation of a nation. To go fast, there must be institutions that encourage creativity. To go far, there must be institutions that ensure fairness and humanity. To go steadily, that institution must be built on the trust of the people.”
