From illegal labor to legal labor
In previous years, when mentioning Cao Son commune, many people immediately thought of a remote mountainous area where people mainly grew corn with unstable incomes all year round. Due to the lack of stable jobs, many young workers left their hometowns and crossed the border to China to work as hired laborers spontaneously. These "illegal" trips posed many risks such as unsafety, fraud or arrest, making it difficult for local authorities to manage and ensure security and order.

However, in recent years, the labor picture in Cao Son has changed. Thanks to the intervention of authorities at all levels, along with policies to support labor export for especially difficult areas, people have been able to access legal, safer "channels" to work and have a stable income.
In Cao Son commune, Muong Lum village is the locality with the largest number of exported workers. Along the concrete road running through the village, spacious houses with red tiled roofs and brightly painted walls have sprung up more and more - a clear demonstration of the change from the income sent back by workers far from home. Among the young people preparing for the new journey is Phan Xuan Hoa, also from Muong Lum village. Mr. Hoa said that it was his older brother who had worked in Taiwan, and after returning and building a spacious house, that became the motivation for him to follow his lead.
Mr. Hoa shared: “In this highland area, I don’t know where to earn income, I only know how to grow a little corn. In the village, many people go abroad and have good income, so I want to go too. I hope to have a stable job and a steady income to help my family ease the difficulties.”


According to statistics, on average, each overseas worker in Muong Lum earns 40-50 million VND/month. For skilled workers, the income is up to 60-80 million VND/month. Many households have built houses, bought motorbikes, and opened small shops.
Mr. Sung Vu - Head of Muong Lum village, shared his hope: “Most of the laborers in the village go to work in Taiwan, Japan, and Korea. Now they send money back to build houses and help their relatives to rise up. Wherever there are relatives working abroad, that place will develop. Therefore, our village cannot be poor forever, so we hope that people can go out and learn new things about building their homeland, to have a better life and have the conditions to take care of their children's education.”
New opportunities for highland workers
Not only stopping at simple jobs when participating in labor export, Cao Son people are now also supported to access professions requiring high expertise, such as: nursing, mechanics, electronics... Thanks to the companionship of businesses, workers are consulted, trained and supported with loans before leaving the country.

Mr. To Van Canh, representative of CEMA - EXIMCO International Cooperation Joint Stock Company, said: "When workers in the highlands contact us, we will clearly analyze the preferential policies of the State, support loans, vocational training costs, accommodation, and travel. The important thing is that they must be bold to change, because the current opportunities are very open."

According to Mr. Nguyen Quang Dai - Vice Chairman of Cao Son Commune People's Committee, in recent times, Cao Son Commune has been one of the localities that has done well in sending people to work abroad. Currently, there are 32 citizens working in Taiwan, Korea and Japan, with an average income of 30 - 35 million VND/month. This is a large source of income compared to the average income in the area, helping many households to build houses, develop the economy and give their children a better education.
Mr. Nguyen Quang Dai added: “In the coming time, the commune will continue to promote propaganda and promote the role of successful people so that they can become a bridge, helping people better understand the benefits of labor export. The commune government determines that each citizen who goes to work abroad is not only a person who brings income to the family, but also a “propagandist” to help spread the spirit of striving to the community.”
Not only does it bring income, labor export also contributes to changing the mindset and awareness of people in the highlands. Many young people after going to work save and send money back home to invest in opening shops, raising livestock or providing services locally.


The story in Cao Son today is not only about income, but also about a journey of change in thinking and working methods. Labor export not only helps people escape poverty but also clearly demonstrates the timely companionship and support of the local government. When oriented and given the right conditions, the people in the highlands will have more opportunities to rise up, take control of their lives and future. The people here are taking steady steps on a new path - the path of knowledge, of legal labor and of hope.
