The Minister of Education and Training has just issued Circular No. 23/2025/TT-BGDDT, amending and supplementing a number of articles of the Regulations on National Excellent Student Selection Exams, with many new points in inspection, examination and regulations on the number of candidates. The Circular takes effect from December 9, 2025, replacing Circular No. 17/2023/TT-BGDDT.
Adjust regulations to suit inspection and examination work
According to the Ministry of Education and Training , Circular 23 was issued to ensure consistency with Decree No. 109/2025/ND-CP of the Prime Minister regulating the functions, tasks, powers and organizational structure of the Government Inspectorate.
Accordingly, the new regulations clearly state: The Ministry of Education and Training is responsible for establishing inspection teams for the preparation and organization of exams at the exam units and exam boards; and at the same time inspecting and supervising the exam marking and review process.
The Departments of Education and Training are required to arrange cadres, civil servants and public employees with sufficient capacity and qualifications to participate in the Ministry's inspection teams when requested. All agencies, organizations and individuals participating in organizing the exam are subject to inspection and examination by competent State management agencies according to decentralization.
In addition, the Examination Steering Committee, the Examination Council, the Ministry and the Departments of Education and Training are the places to receive information and evidence of violations of the Examination Regulations. Clearly defining responsibilities and focal points for receiving feedback is expected to increase transparency and ensure fairness in the organization of the national excellent student exam.
Adjust the number of candidates according to the scale of each locality
One of the most notable changes is the number of candidates allowed to register for the exam at each unit.
Previously, each locality could only select a maximum of 10 candidates for one exam, and Hanoi and Ho Chi Minh City alone could select 20 candidates, the new regulation has significantly expanded the scale of the exam in a number of provinces and cities.
Specifically, Hanoi is still allowed to send a maximum of 20 candidates per exam subject; Ho Chi Minh City is allowed to increase to 40 candidates per exam subject. Localities such as Lam Dong, Phu Tho, Ninh Binh, Vinh Long, Can Tho City are allowed 30 candidates per team, while some provinces that have merged administrative units will have a quota of 20 candidates per exam subject.
The Ministry of Education and Training explained that this adjustment is to suit the actual student population and training quality of each locality, while also creating conditions for provinces and cities with many excellent students to participate more in the national academic playground.
Stricter regulations on exam rooms for IT and Foreign Language subjects
In addition to adjustments to exam personnel, Circular 23 also provides more detailed regulations on physical conditions in exam rooms to ensure objectivity, fairness and information security.
Accordingly, candidates taking the IT exam will be arranged in a separate exam room, with completely isolated computers, not connected to any devices or means inside or outside the exam room.
For the Foreign Language subject, the written test of each subject will have its own examination room, equipped with a CD player and speakers, along with at least two spare listening devices shared across the entire Foreign Language examination room. The speaking test will be organized according to specific instructions from the Ministry of Education and Training to ensure consistency across the country.

These adjustments are considered necessary in the context of exams increasingly applying technology, in order to minimize the risk of cheating, technical intervention or equipment errors during the test.
Expectations for improved quality, transparency and fairness
With the issuance of Circular 23, the Ministry of Education and Training hopes to standardize the process of organizing national excellent student selection exams in a more rigorous, transparent and flexible manner.
Inspection and control work has been tightened, while expanding the scale of the competition allows more excellent students to participate, contributing to discovering, nurturing and promoting talents for the country.
This is also considered an important preparatory step towards comprehensive innovation of national and international excellent student exams, ensuring both the discovery of the right abilities and encouraging the spirit of learning and scientific research in high school students.
