Faced with that reality, the Provincial People's Committee directed the investors of industrial cluster infrastructure, the Department of Industry and Trade and the District People's Committees to sign a three-party commitment on the plan to implement infrastructure investment in each industrial cluster; agree on the steps and implementation time of each specific task.

According to the signed commitment plan, by June 30, 2025, 22/34 industrial clusters will have completed site clearance (with a total area of 454 hectares). The remaining will be implemented more slowly because they are newly established and are completing related legal procedures.
A representative of the Department of Industry and Trade of Bac Giang said that in May 2025, 26 industrial park investors completed site clearance documents, of which 3 parks were behind schedule compared to their commitments.
Specifically, including: Viet Tien Industrial Cluster (Viet Yen town) has completed site clearance for 99.9% of the area, but there is still a plot of land of about 117 m2 that has not been accurately assigned to the owner, so the local government has not been able to clear the site to hand over to the investor; Tan My Industrial Cluster (Bac Giang city) has 1 household that has not cooperated in inventory, 4 households have not received compensation; Noi Hoang Industrial Cluster (Bac Giang city) is slow to clear the site due to land issues with Viet Thang Limited Liability Company and Hanoi Steel Joint Stock Company in Bac Giang, because these 2 enterprises used the land before establishing Noi Hoang Industrial Cluster.
From March 2025 to present, localities and functional agencies have coordinated with investors to carry out compensation and site clearance for about 110/454 hectares, with a high risk of being behind schedule compared to the commitments signed by the three parties, greatly affecting the implementation of projects.
The main reason for this situation is that the coordination of some agencies and units in urging, directing, and removing difficulties and obstacles for investors is not really active and drastic. The coordination between the District People's Committee and some investors is not good.
To ensure the progress of site clearance for industrial clusters as set out and attract secondary investors, the Department of Industry and Trade requests that investors of industrial clusters closely coordinate with relevant agencies of the District People's Committee, promptly implement work related to site clearance compensation; promptly report difficulties and problems for guidance on resolution.
Propose that the People's Committees of districts, towns and cities direct relevant departments, agencies and units and the People's Committees at the commune level to completely resolve the area that has not been cleared. Coordinate with the Department of Agriculture and Environment to find solutions to remove obstacles and difficulties in adjusting land records and land use right certificates when preparing land lease records, in inventory, determining the origin of land, disputed land, dividing inherited assets; land that has been donated and sold through many owners...
At the same time, strengthen the dissemination of new regulations on land as well as industrial development programs and socio-economic infrastructure of the province so that people know and agree.
