Resettlement housing project N01, at plot D17, Cau Giay New Urban Area:

After more than 15 years of abandonment, the project has just been restarted and people hope the project will be completed on time, avoiding wasting land resources and investment.

Resettlement housing project N01, Cau Giay New Urban Area (Cau Giay district) is under construction again and will be completed in the fourth quarter of 2025.

According to the investigation of the Hanoi Moi Newspaper reporter, the N01 resettlement housing project, at land plot D17 of the Cau Giay New Urban Area on Duy Tan Street, was completed in 2013 and then temporarily stopped. At that time, the building had 15 floors above ground and 1 basement on a total area of 2,700 square meters. Over time, many items of the project have deteriorated. Many walls are moldy, and the sidewalks around the project are of poor quality. For many years, the project has been fenced with corrugated iron, becoming a place to post classified ads, spray paint... However, in recent days, the project has resumed construction activities, and construction workers have begun to deploy construction and complete project items. Ms. Ngo Thi Tam, a resident of Duy Tan Street, said: "This is a good sign when workers continue to carry out unfinished work. We, the people, hope that the project will be completed soon, not just started and then temporarily stopped."

Speaking to reporters, Nguyen Viet Trung, Director of the Cau Giay District Construction Investment Project Management Board, said that up to now, the N01 resettlement housing project has basically completed 90.8% of the construction items. The reason for the project's slow implementation is due to many changes in standards, regulations, construction material prices, labor, current policies and regulations of the State and problems arising in some items leading to a prolonged implementation time. In addition, due to the impact of the Covid-19 pandemic and the scarcity of material supply, in 2021, the project was not allocated a capital plan, leading to the construction having to stop, the contractor encountered many difficulties in arranging human resources, material resources, and mobilizing workers and materials to continue implementation. In addition, on July 31, 2024, the Government issued Decree No. 104/2024/ND-CP regulating the Land Development Fund (effective from August 1, 2024), the City Development Investment Fund cannot continue to allocate capital to the investor to implement the project. Therefore, to continue construction, the project needs to adjust its capital source. On December 31, 2024, the Hanoi People's Committee issued Decision No. 6833/QD-UBND on approving the adjustment of the construction investment project, specifically adjusting the project implementation period to the end of 2025, supplementing the design and total investment.

In January 2025, the People's Committee of Cau Giay District submitted a proposal to the People's Committee of Hanoi City to allocate VND 71 billion to implement the project in 2025, which was approved by the City People's Council. On May 29, 2025, the Department of Construction issued a Notice of the results of the appraisal of the construction design to be implemented after the basic design of the project. Currently, the Department of Infrastructure and Urban Economics of Cau Giay District is advising the People's Committee of the District to appraise and adjust the construction estimate as a basis for submitting to the People's Committee of the District for approval of the design adjustment and project implementation.

It is expected that after being approved by the People's Committee of Cau Giay District, the Cau Giay District Construction Investment Project Management Board will continue to submit to the City People's Committee and the Department of Finance for approval of adjustments and supplements to the contractor selection plan, and at the same time, ask for the Department of Construction's opinion on approving the adjustment of the construction estimate in case the adjusted construction estimate exceeds the approved construction estimate but does not exceed the approved total investment. In addition, the Management Board will also ask for the Department of Construction's opinion on approving the adjustment of the implementation progress of the construction contract, the project's consulting contract and organizing a bidding to select a contractor to perform the approved additional work and items.

According to Mr. Nguyen Viet Trung, the N01 resettlement housing project is under construction again, and it is expected that by July 1, 2025, some infrastructure items will be basically completed. According to the plan, the project will be completed in the fourth quarter of 2025, ending the state of abandonment that has caused waste for many years.
