On the morning of December 26, the Bien Hoa City Land Fund Development Center ( Dong Nai ) and a number of related units held a meeting with residents at the headquarters of the Hiep Hoa Ward People's Committee to collect opinions on compensation and site clearance for the riverbank reinforcement project in the area of pier T9 of Buu Hoa bridge.

Not agreed with compensation price
The project to reinforce the riverbank in the area of pier T9 of Buu Hoa bridge was approved by the Dong Nai Provincial People's Council in Resolution No. 18/2021/NQ-HDND on December 8, 2021, with an area of over 1 hectare to be recovered. After 2 meetings to collect opinions on the compensation price for the project, the majority of people still did not agree because they thought the compensation price was too low.
Mr. Nguyen Van Long said that his family had nearly 650 square meters of land confiscated (including 100 square meters of residential land and the rest is land for planting trees and landslides). "The current compensation price is much lower than the market price. Specifically, the price of urban residential land is only compensated for more than 5 million VND/ m2 , while the actual price here is trading at over 20 million VND/ m2 . Similarly, land for perennial crops is priced at over 2.4 million VND/ m2 while the market price is around 10 million VND/ m2 ," said Mr. Long.
"In addition, the compensation and relocation support prices are also low compared to reality. For example, the support for moving more than 20 meters of my family's iron fence is only over 500,000 VND, while the cost of hiring workers to move this iron fence must be over 5 million VND. I hope the land fund development center will provide a clear basis for applying such compensation prices. We also need to be open and transparent about the application of compensation prices in a satisfactory manner," Mr. Long added.
People speak at the meeting
Similarly, Mr. Pham Ngoc Quy said that his family has 1,280 square meters of land in the project, with compensation prices ranging from 2.5 million VND to more than 5 million VND/ square meter (depending on the type of land). "The estimated compensation price is too low. We are very concerned when the market price of land in this area is trading at nearly 40 million VND/square meter ," Mr. Quy said.
Officer "left out"
Being present throughout the meeting, Thanh Nien reporters witnessed many times that some officials participating in the meeting often left. Inside the room, some other officials sat playing with their phones. A citizen was upset about this: "We spoke up and contributed our opinions, but some officials just left and didn't listen."
At the end of the meeting, Thanh Nien reporter met Ms. Nguyen Thi Kim Loan, Officer of Compensation Department 1, Bien Hoa City Land Fund Development Center, to ask questions to learn more related information. Ms. Loan said: "I am not responsible for answering. Any related issues should contact the Director of Bien Hoa City Land Fund Development Center".
Scene of the meeting to collect public opinions on compensation prices
Speaking to Thanh Nien reporter on the evening of December 26, Mr. Pham Duc Hoang, Director of Bien Hoa City Land Fund Development Center, said that the T9 pillar reinforcement project is entering an urgent phase, related to preventing riverbank erosion, so the meeting was held to record and synthesize people's opinions to develop a plan to submit to the compensation council, deciding on the price according to regulations.
When reporters mentioned information that people reported that officials often went out of meetings, Mr. Hoang only said "I hope the press will cooperate and share."
There were 29 households invited to attend the meeting, of which 4 were absent. At the end of the meeting, 20/25 households did not agree with the proposed compensation price.
