Speaking about streamlining the organizational structure, Minister Pham Thi Thanh Tra said that overtime work would be necessary; she would happily comply with assignments and decisions of the organization, and be ready with the mindset of going into battle and winning.
Streamlining the organizational structure goes hand in hand with reducing the workforce.
Referring to the policy of streamlining the organizational structure at the December 2024 work review meeting, Minister of Home Affairs Pham Thi Thanh Tra reiterated General Secretary To Lam's view that streamlining the organizational structure of the political system is a very urgent issue that must be addressed immediately.
"The sooner this is done, the more beneficial it will be for the people and the country. This is a revolution in streamlining the political system's apparatus," Minister Pham Thi Thanh Tra said.
Minister of Home Affairs Pham Thi Thanh Tra speaks at the December briefing meeting.
The Minister of Home Affairs stated that streamlining the administrative apparatus is not just a matter of size or quantity, but more fundamentally, it requires creating a qualitative change in the operation of the political system.
Streamlining the organizational structure goes hand in hand with reducing the number of personnel and restructuring the workforce to ensure it has the necessary qualifications and capabilities.
According to Minister Pham Thi Thanh Tra, streamlining does not mean mechanically cutting positions, but rather eliminating unnecessary positions and reducing inefficient jobs. This allows resources to be concentrated on key areas and on truly deserving and suitable personnel.
The female minister said that the timelines had been set very specifically by the Central Committee. In this context, the Ministry of Interior plays an advisory role to the Central Steering Committee as well as the Government Steering Committee on the reorganization of the Government apparatus.
The restructuring of the state administrative apparatus will serve as a prerequisite for the Ministry of Interior to continue advising and guiding the restructuring of the administrative organization of local governments.
"This is the most arduous and complex task, but also a very great responsibility that the Ministry of Interior is honored to have been entrusted with by the Politburo, the Central Committee of the Party, the Government, and the Prime Minister," Ms. Tra said.
She suggested that the heads of units under and directly affiliated with the Ministry of Interior should proactively carry out effective propaganda work from now on, unify thinking and awareness throughout the unit, and be determined to work together wholeheartedly to successfully complete the assigned tasks.
"We will work overtime, including Saturdays and Sundays, if necessary."
"Delays are a disservice to the people," the Minister of Home Affairs emphasized, affirming that the process will inevitably require individual officials, Party members, civil servants, and employees within the Ministry of Home Affairs to make sacrifices and endure hardships in order to contribute to the great cause of the Ministry and the home affairs sector.
"If necessary, we will work overtime, including Saturdays and Sundays, to complete assigned tasks on schedule and with the best quality. We will gladly comply with the assignments and decisions of the organization, ready to go into battle and win, for the goal of developing the country to become prosperous and strong in the new era," the female Minister said.
Regarding the tasks for December, the Minister of Home Affairs requested that all units focus intensely and urgently complete all tasks assigned by competent authorities for 2024.
In addition, according to Ms. Tra, it is necessary to quantify the work to be completed in order to assign tasks scientifically, clearly defining responsibilities, tasks, outputs, and accountability for heads of units down to each civil servant, employee, and worker.
Heads of units are responsible to the Minister and Deputy Minister of Home Affairs for the progress, quality, and results of the tasks assigned by competent authorities.
