Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Government 's Steering Committee on the arrangement of administrative units at all levels and the development of a two-level local government organization model, has just signed and issued Official Dispatch 11 guiding the new standards for commune-level civil servant titles.
Accordingly, the Steering Committee requested leaders of provinces and centrally-run cities to closely follow the conclusions and instructions of competent authorities in arranging and assigning new commune-level cadres and civil servants, ensuring standards, conditions, experience, prestige, and meeting the political tasks of the new commune level.
The Government's guidance clearly states that provincial and municipal leaders must direct a comprehensive review of the current staff of district- and commune-level officials, civil servants and public employees; if necessary, mobilize and strengthen provincial-level officials, civil servants and public employees to work at the commune level.
The Steering Committee for the arrangement of administrative units at all levels also noted that provinces and cities need to develop plans and decide on the arrangement and assignment of personnel objectively, suitable for job positions.

Regarding the title standards and orientations for arranging and assigning commune-level civil servants, the Government clearly stated that for commune-level cadres (Party Secretary and Deputy Secretary; Chairman of the People's Council and People's Committee; Vice Chairman of the People's Council and People's Committee), it is necessary to follow the guidance conclusions of competent authorities on personnel plans when arranging.
Commune-level civil servants must have a university degree or higher.
For commune-level civil servants holding the positions of department head, deputy department head and professional and technical civil servants, they must meet general standards on political ideology and ethics; have a university degree or higher that is basically appropriate to the field of work of the assigned job position or have practical experience related to the job position.
In addition to the general standards, civil servants holding leadership and management positions must also meet political theory standards such as a diploma in intermediate political theory or higher or a certificate of equivalency to intermediate political theory issued by a competent authority.
In addition, the Government also provides guidance on standards and conditions for a number of specific cases holding leadership positions at the district level or higher, who do not have to meet the standards on age of appointment and planning; standards for professional and technical civil servants at the commune level who do not hold leadership or management positions; commune civil servants who are ethnic minorities or work in difficult areas;...
The Steering Committee also noted that in cases where provincial and district-level officials are assigned to work as civil servants at the new commune level according to the arrangement plan, it is not necessary to carry out procedures for receiving them as civil servants.
In particular, current provincial and district-level officials and civil servants and commune-level officials who are assigned to work as civil servants at the new commune level will continue to receive salaries according to their current ranks, grades and allowances for a period of 6 months, after which they will be implemented according to the new regulations of the Government.
In case civil servants and professional and technical officials are appointed to leadership and management positions at the new commune level, the leadership position allowance will not be temporarily applied until there are regulations of the Government.
The Steering Committee recommends that provincial and municipal leaders proactively review the standards, conditions and plans for arranging new commune-level personnel to ensure appropriateness, balance and harmony between provincial and district-level officials and civil servants and current commune-level officials and civil servants.
In particular, the provincial People's Committee is assigned to direct the implementation of new commune-level personnel arrangements according to the plan approved by competent authorities; promptly implement policies and regimes for cases of voluntary early retirement, resignation or failure to meet the standards and conditions to be arranged as new commune-level civil servants.
The assignment and arrangement of communal-level cadres and civil servants must be strict, thorough, democratic, objective, transparent, fair, impartial, and in accordance with the Party's principles and regulations; political and ideological work must be done well, creating high solidarity and unity among cadres and civil servants.
At the same time, take measures to handle or promptly detect and propose to competent authorities to direct related issues arising in practice.
