On the morning of November 26, the Ha Tinh Department of Home Affairs organized a training course on implementing preferential policies and regimes for people with revolutionary contributions for nearly 150 leaders of the Department of Culture and Social Affairs and specialists in charge of the field of people with revolutionary contributions in communes and wards in the province.

At the conference, delegates heard an overview report on the implementation of policies for meritorious people in the province in recent times; and discussed difficulties and problems in implementing policies for meritorious people in localities.
The conference also focused on implementing new regulations and policies related to the activities of confirming martyrs, war invalids, beneficiaries of war invalids, and subjects affected by toxic chemicals; and providing guidance on new contents in the draft decree replacing Decree 131 of the Government on preferential treatment for people with meritorious services. Delegates were given specific explanations of the changes, streamlined administrative procedures, and new processes in receiving and appraising dossiers.

In addition, the conference also disseminated the process of resolving a number of important policies such as: funeral allowance, provision of orthopedic devices for wounded soldiers, preferential policies for students; instructions on reviewing and making a list of recovery for beneficiaries of incorrect policies; procedures for requesting recognition of martyrs and granting of "Fatherland's gratitude" certificates to ensure compliance with regulations and avoid errors in the process of processing documents.

The Department of Home Affairs has also guided the completion of 43 files with sufficient legal basis to submit to competent authorities for consideration of recognizing martyrs and granting the "Fatherland's Gratitude" certificate. This is a result demonstrating the great efforts of professional agencies and localities in the process of reviewing and supplementing files for outstanding cases.

Through the training session, the participating officials have a better grasp of current regulations, improved their professional capacity and unified operations between localities. The Department of Home Affairs hopes that the full update of knowledge and procedures will contribute to improving the effectiveness of implementing policies for meritorious people, ensuring legitimate rights for subjects in the province.
