For many years, Hue tourism has not been able to exploit the Imperial City at night, only visiting during the day.

The time when Resolution 03 was issued was considered a turning point for the tourism industry of the Ancient Capital. The Resolution demonstrated the determination and determination of Hue City and was also expected to be a "compass" to promote the development of the tourism industry, truly becoming a spearhead economic sector. Because after a while, Hue tourism showed signs of slowing down, the destination was no longer attractive enough and the competition from many new destinations...

Nearly 10 years since Resolution 03 was issued, Hue tourism has achieved many results. However, we must face the reality that many targets set in the resolution have not been achieved, especially the number of visitors, spending and average length of stay of tourists are still low. That is the reason why the proportion of tourism GRDP from 2016 to the end of 2024 cannot reach 10% of the city's GRDP. The best figure achieved is in 2024, when it contributes 6.8%.

Resolution 03 has set out 9 tasks and solutions for implementation; of which, there are 4 key tasks that need to be focused on and resolutely directed until 2020. The most important task is to develop branded and classy tourism products and services. Specifically, Hue will achieve the goal of exploiting the product of recreating the "Ancient Imperial Citadel" in the Imperial City at night by organizing: Royal Palace night, enjoying Royal banquets; Oriental medicine examination and treatment; Royal games... combined with festivals: Hue Ao Dai; Hue Royal cuisine...; building tours and waterway tourism routes along the Perfume River combined with enjoying cuisine; investing in construction and forming high-end shopping centers, entertainment services... In practice, Hue tourism has not yet implemented those tourism products and services.

It must also be acknowledged that the tourism development process over the past 10 years has had great challenges, which is the impact of the COVID-19 pandemic from the beginning of 2020 to 2022. In 2020, tourism revenue decreased by 66% compared to 2019; in 2021, it continued to decrease by 69% compared to 2020. The pandemic has slowed down tourism for more than 5 years. That is because at the end of 2019, Hue tourism attracted 4.81 million visitors, but by the end of 2024, Hue tourism attracted only nearly 4 million visitors, less than 800 thousand visitors.

After nearly 10 years, Hue tourism development indicators have not yet met Resolution 03.

After a period of time, the role of Hue City has also changed when it became the 6th centrally-governed city in the country. This is an opportunity for transformation, promoting comprehensive economic and social development... Most recently, Hue City was kept intact, not merged with other localities, showing that the Central highly appreciates a cultural heritage city with unique characteristics like Hue. Raising that position also poses challenges, forcing strategies, development mechanisms and continuous innovation, especially for the tourism industry. In the 4 development foundations of Hue City: culture - tourism, health, education and science and technology, tourism is the field that most fully demonstrates an economic sector, while other fields have only just begun to "do" the economy.

In early 2025, Hue City adjusted the growth rate in 2025 to over 10%, creating a premise for development in the following years; in which, the tourism service industry is identified as the driving force along with industry, contributing the most to the overall development. Therefore, tourism has never been expected to be as great as it is now and in the future.

It must also be said that tourism in other localities is currently developing very rapidly. After nearly 10 years, the goals set out in Resolution 03 have shown that they have not been able to keep up with the new situation and development speed. New regulations and amended and supplemented laws also affect mechanisms and policies, causing the approach to tourism development to be different. Therefore, to have new development goals that are suitable for reality, there needs to be newer, more drastic and appropriate solutions. A new resolution for the tourism industry is very necessary at this time.
