Need to complete the road leading to Cau Nhi bridge soon

Cau Nhi Bridge was technically opened to traffic at the end of 2024, however, to date, the road leading to Cau Nhi Bridge in Nam Hai Lang Commune has not been constructed due to problems in site clearance. This has caused difficulties for hundreds of households in the area and posed a risk of traffic safety.

Cau Nhi Bridge crosses the O Lau River, connecting two villages, Cau Ha (old Hai Phong) and Dong Son (old Hai Son), and is also the main road of Nam Hai Lang commune. Cau Nhi Bridge was built with an investment of more than 40 billion VND by the People's Committee of Hai Lang district (old).

In 2022, the project was started and completed for technical traffic at the end of 2024. However, up to now, the road leading to Cau Nhi bridge in Dong Son village has not been constructed, making it difficult for people to travel and posing a high risk of traffic safety.

Mr. Bui Van C. (56 years old), in Cau Ha village, said that his house is on the other side of the bridge, and every day he crosses Cau Nhi bridge to go to the administrative center of Nam Hai Lang commune. According to Mr. C., the Cau Nhi bridge area is often flooded, so the bridge is designed with a high slope to ensure safety and traffic during the rainy season.

Therefore, when the access road is not completed, the movement of people from Cau Ha village to Dong Son village, especially motorbikes, is very dangerous because they have to go downhill on jagged cobblestones, with barriers in front and have to turn sharply. "There have been many cases of motorbikes slipping and falling, causing minor injuries to the drivers and damage to the vehicles," Mr. C. added.

A resident whose house is near the road leading to the bridge (who requested to remain anonymous) shared with reporters: "In many cases, when going downhill, I discovered that there was a barrier in front of me and I did not have time to deal with it, turning sharply into my residential area." People hope that the competent authority will soon carry out site clearance and construction of the road leading to Cau Nhi bridge in Dong Son village to ensure traffic safety for road users and reduce environmental pollution caused by dust.

To find out the cause, the reporter contacted the leaders of Nam Hai Lang commune. Here, Deputy Head of Nam Hai Lang Culture and Social Affairs Department Le Van Huan was assigned to work with the reporter. Mr. Huan said that he was the former Chairman of the People's Committee of the old Hai Son commune, so he knew the incident well.

According to Mr. Huan, Cau Nhi bridge is located on the inter-commune road connecting the two old communes of Hai Phong and Hai Son. In the eastern area of the road belonging to the old Hai Phong commune, there are 8 villages, including: An Tho, Cau Ha, Hoi Dien, Hung Nhon, Phu Kinh, Phu Kinh Phuong, Van Quy, Van Tri, with a population of more than 8,000 people. This is the main road for people in the above 8 villages to connect with the center of Nam Hai Lang commune to reach National Highway 1. Therefore, the daily traffic density on this route is very high.

Regarding the reason for the delay in construction, Mr. Huan said that the main reason was the site clearance work. The area for the road leading to Cau Nhi Bridge is located on the land plot of Mr. Nguyen Hien, on which there are currently 3 houses and 3 stalls. Previously, Mr. Hien had completed the procedure to divide the land into 8 plots for family members.

However, the previous measurement of the Agricultural Diversification Project was different from the current usage status of each household, causing difficulties in assigning ownership and determining compensation prices. Therefore, households requested re-measurement and issuance of land use right certificates (LURCs) to ensure that the assignment of ownership and determination of compensation prices is public and transparent, avoiding petitions and complaints.

According to Mr. Huan, currently, households have been granted land use rights certificates, and the locality is actively coordinating with competent authorities to carry out the next procedures in the site clearance process to soon complete and hand over the site to the construction unit.

In the face of the above incident, the People's Committee of Nam Hai Lang commune needs to actively coordinate with competent authorities to speed up the progress of site clearance and handover to the construction unit. At the same time, strengthen propaganda work, create consensus among affected households to hand over the site soon.

For households, it is necessary to comply with the law and actively coordinate with local authorities so that the project can be completed soon, in order to improve traffic infrastructure and ensure safety for road users, especially when the rainy and stormy season is approaching.
