The Fund's activities will promote investment and the use of energy-saving technologies and equipment, contributing to increased labor productivity, innovation in growth models, energy conservation, energy security, and environmental protection.

On the morning of June 9th, the Standing Committee of the National Assembly gave its opinion on the acceptance, explanation, and revision of the draft Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy.

Regarding the Fund for Promoting Energy Saving and Efficiency, the Standing Committee of the National Assembly's Committee on Science, Technology and Environment agrees on the necessity of establishing the Fund in the draft Law to institutionalize Resolution No. 55-NQ/TW dated February 11, 2020, of the Politburo .

According to the Chairman of the Committee, Le Quang Huy, many countries around the world have now established energy saving funds to support activities that promote efficient energy use (such as the US, Denmark, Germany, Japan, South Korea, China...).

The Fund's activities will promote investment and the use of energy-saving technologies and equipment, contributing to increased labor productivity, innovation in growth models, energy conservation, energy security, and environmental protection.

The draft Law has stipulated several key, principled contents regarding the organizational model of the Fund, the financial sources for establishing the Fund, and the operation of the Fund through the trust method… Specific issues are left to the Government and the Prime Minister to regulate in the draft Law.

Regarding the suggestion to integrate the Fund into several other existing funds, the Standing Committee believes that the Fund should be established separately to support energy-saving and efficient projects that require large capital investments and have long payback periods.

The fund operates on the principle of ensuring capital security with funding primarily from social mobilization, while other funds such as the National Technology Innovation Fund, the Environmental Protection Fund, etc., use capital from the state budget and have low credit limits. Therefore, it is proposed to retain this content as in the draft Law.

Regarding the expansion of energy labeling to include building materials, according to Chairman Le Quang Huy, building materials used in buildings and constructions have a significant impact on the energy efficiency of those structures.

Adding regulations on energy labeling for construction materials to the draft Law is necessary, creating a legal basis for the Ministry of Construction to organize the implementation of energy-saving and efficient energy use measures in the construction industry. This will contribute to enhancing the competitiveness of businesses and expanding the market towards a green transition.

Taking into account the opinions of the delegates, the draft Law has been reviewed and revised to ensure consistency and uniformity in its relevant provisions; at the same time, the Ministry of Construction is tasked with specifying the details of this matter.

Regarding the proposal to assess the feasibility of energy labeling, the Standing Committee of the Science, Technology and Environment Committee stated that, in preparation for implementing energy labeling for construction materials, the Ministry of Construction has been researching and developing a plan, which includes assessing the impact and feasibility, such as selecting national or international standards suitable to the socio-economic conditions of our country, the capacity of testing organizations, the capacity of domestic manufacturing enterprises in each period, and focusing on certain types and categories of construction materials.

Since energy labeling of building materials is a new activity, the draft Law has developed policies to encourage and support businesses, organizations, and individuals to comply with the regulations.

At the same time, the Ministry of Construction is tasked with issuing a list and roadmap for applying energy efficiency labeling to construction materials, in accordance with actual conditions.
