However, through inspection, the authorities discovered that many households on the first floor of Van My and Quan Toan buildings still left bulky, flammable goods in the stairwell area, which is also the main escape route for households in case of fire or explosion.

Most of the boarding houses and multi-apartment houses are usually not large in area, are houses converted from residential houses to business purposes, with only 1 open staircase inside the house. Worryingly, the first floor of this type of house is often arranged to park motorbikes, cars, electric vehicles of all kinds; the kitchen or the first floor is used as a place to sell groceries, sell flammable goods. The most worrying thing is that households often gather flammable items under the stairs, in the escape stairwell, when a fire or explosion occurs, it will hinder escape and make it difficult for the fire fighting force to approach the fire area.

For establishments that do not ensure fire safety and rescue conditions, do not implement recommendations of the Fire Police and Rescue Department, the competent authorities will resolutely handle administrative violations, temporarily suspend or suspend operations according to regulations. In addition, the police of units and localities will step up propaganda work, raise awareness and responsibility for fire safety for all people, especially the use of electricity, maintenance of roads and escape routes, and the use of on-site fire fighting equipment to promptly handle fire and explosion incidents. At the same time, require owners of households in apartment buildings, collective houses, and multi-apartment houses to have solutions to prevent fires between parking areas, areas with high risk of fire and explosion, and stairs and escape routes. Along with that, dismantle and move objects in areas encroaching on escape stairs that are dangerous to households on upper floors, minimizing damage to people and property when a fire or explosion occurs.
