'SOS' for a series of projects with no completion date in Ha Tinh

The infrastructure project outside the fence of Thach Bang Industrial Cluster (Loc Ha town, Loc Ha district, Ha Tinh) was approved by the People's Committee of Ha Tinh province in October 2021, with a total investment of more than 84 billion VND from the central budget.

The project started at the end of 2022 with many items such as building a new concrete road longer than 1.2km, drainage system, technical trenches and technical sewers; lighting; medium voltage lines; water supply...

However, up to now, the project is still being constructed "skipping", only a few hundred meters of road have been constructed, and other items have not been implemented because of problems with aquaculture land of households.

According to the local government, the project is delayed due to the problem of the area of ​​land for aquaculture of the people. This area is not subject to compensation according to current regulations, but because the people invest in aquaculture with large capital and have been cultivating aquaculture for many years, they hope to have appropriate support policies.

Mr. Tran Xuan Loc - technical officer of the Construction Investment Management Board of Loc Ha district - said that the provincial leaders and departments have come to inspect and discuss but there are no regulations or suitable support policies for the people. "The unit is continuing to ask for opinions from the province, hoping to soon have instructions for appropriate handling, helping the project to be implemented again and completed soon," said Mr. Loc.

Next to it is the Ta Nghen Dyke Emergency Treatment Project with a total length of over 10km. The project has a capital source of over 180 billion VND. However, after many years of construction, the project is still unfinished.

According to the Loc Ha District Construction Investment Project Management Board, the project is slow to be implemented due to the land issues of aquaculture households. Up to now, the locality is looking for solutions to resolve the problems.

These days, some machines continue to work on cleared locations, but the site clearance is still stuck, and the project has no completion date.

The infrastructure project of Loc Ha beach tourism area through Thinh Loc commune is also in a similar situation due to land clearance problems. The project was approved by the People's Committee of Ha Tinh province in July 2017 with a total investment of 62 billion VND with the aim of developing commercial tourism services, attracting investors to the tourist area, and serving tourists.

The project has a scale of 2 routes of more than 3.6km in length. However, after many years of implementation, the project has not been completed yet, many locations are stuck with land clearance and cannot be constructed. The project's implementation was not guaranteed, causing construction materials to overflow into local people's fields.

According to the representative of the Loc Ha District Construction Investment Project Management Board, the construction progress has reached 70%. The unit is speeding up the clearance of the remaining land to bring the project to the finish line. The Loc Ha coastal rescue road project started construction in May 2020, with the People's Committee of Loc Ha district (Ha Tinh province) as the investor, with a capital of 128 billion VND. The road is 6.5km long, passing through Loc Ha town, Thach My commune and Phu Luu commune. According to the plan, the project must be completed and put into use by the end of 2021. However, for more than 2 years, the road through Trung Nghia residential group (Loc Ha town) has been "interrupted" because of the cemetery that cannot be cleared.

Loc Ha is a coastal district of Ha Tinh but has all the natural conditions of mountains, plains and sea. The highlight of natural tourism potential is the Bang Son mountain range running along 12 km of coastline and gentle beaches, creating conditions for the development of diverse forms of tourism.

However, there are still many investment projects here that are slow to implement or unfinished, causing difficulties for local socio-economic development.
