Currently, according to the Statistics of the Hanoi Department of Industry and Trade, by the end of September 2023, there are 70 industrial parks in operation in the city with a total planned area of 1,686 hectares, attracting about 3,864 households and enterprises to invest in production and business with nearly 80,000 workers, contributing an average budget of about 1,100 billion VND/year.
The Government issued Decree No. 68/2017/ND-CP dated May 25, 2017 and Decree No. 66/2020/ND-CP dated June 11, 2020 on management and development of industrial parks to create a legal corridor, preferential policies, and support the development of industrial parks to serve the relocation of production facilities out of inner-city areas and residential areas towards building a community of concentrated, green, and environmentally clean production enterprises.
At the same time, on May 28, 2022, the Government also issued Decree 35/2022/ND-CP "Regulations on Management of Industrial Zones and Industrial Parks", setting out "directions for construction and development plans for the system of industrial zones and economic zones; infrastructure investment, establishment, operation, development policies and state management of industrial zones and economic zones".
The Decree has oriented the construction of economic zones, industrial parks, urban-service industrial parks, ecological industrial parks, reducing energy consumption, limiting greenhouse gas emissions, focusing on social responsibility and being managed according to the digital government model. This is the new trend in the development of industrial parks in our country today.
With competitive advantages in terms of open investment environment, stable politics , sustainable socio-economic development, abundant and high-quality human resources, Hanoi is one of the attractive cities for foreign investors. In particular, the approved industrial parks, currently in operation and with development potential close to the center of the capital, the internal traffic system is designed to ensure easy and convenient movement of vehicles such as Phuong Trung industrial park.

As one of the medium-sized industrial park projects for small and medium-sized enterprises, Phuong Trung Industrial Park, invested by Lien Viet Infrastructure Development Investment Joint Stock Company, is a "bright spot" in the context of positive changes in the industrial real estate market.
This is CCN invested in a modern and synchronous infrastructure system, granted a Land Use Rights Certificate, completed infrastructure construction, fire prevention and fighting acceptance, environmental license...; ready to welcome investors to lease land requiring small and medium areas around Hanoi from November 2023.
Currently, at Phuong Trung Industrial Park, the 3-phase power system is continuously and stably supplied from 2 transformer stations: 2x1600kVA – 35(22)/0.4kV. The low-voltage power grid runs along the internal traffic routes in the Industrial Park and is waiting to be connected to each plot of land. Enterprises buy electricity directly from this low-voltage grid through Thanh Oai Electricity. The production power grid system has met the conditions to start serving production, organizing large-scale production, achieving high efficiency.
In addition, the water source at the industrial park is taken from the local clean water plant; the water supply system is led to the foot of the fence of the plots, fully meeting the clean water needs of all businesses developing production.
In parallel, a modern wastewater treatment plant with a capacity of 310 m3/day and night at the industrial park was built, connected online with the Department of Natural Resources and Environment, meeting all wastewater treatment requirements of enterprises in the industrial park. Solid waste from factories will be classified, collected and transported to the industrial park's collection site, then transported to recycling facilities for treatment.

In addition, to ensure fire safety, water supply systems and fire hydrants have been arranged along the roads in the area with a maximum distance between fire hydrants of 150m, meeting the maximum standards of fire prevention and fighting.
In general, at the moment, Phuong Trung is an industrial park that is ready to come into operation to contribute to the growth of industrial production, increase export turnover and competitiveness of the capital's economy; meet the demand for employment, create stable income for workers; contribute to promoting the development of service types, shifting the economic structure towards industrialization and modernization, contributing to increasing the city's budget revenue in the coming period.
Investing in industrial parks and high-tech zones in the city in general and in Phuong Trung Industrial Park in particular is a positive contribution to the socio-economic development of the capital, with the goal of achieving an industrial production index of 10.2% per year in the 2021-2030 period, gradually concretizing the Master Plan for socio-economic development of Hanoi city, with a vision to 2030, approved by the Prime Minister.
