Welcoming Vietnam Science and Technology Day May 18: Determined to soon put Resolution 57-NQ/TW into practice

Provincial leaders and delegates launched emulation movements to implement Resolution No. 57-NQ/TW of the Politburo .

Many digital transformation indicators are among the leading ones in the country.

In recent years, Bac Ninh has made many strides in the application of science and technology, creating momentum to promote breakthrough development of digital transformation. Many digital transformation indicators are among the leading groups of provinces and cities in the country. This is a great advantage for Bac Ninh to successfully implement the goals of Resolution 57, ready to enter a new era with the whole country.

The shared information systems in the province are widely used in state agencies and serve people and businesses with remarkable efficiency. The Executive Document Management System brings high efficiency in management and operation. The provincial administrative procedure settlement information system is synchronized with the National Public Service Portal system and connected to the VNeID electronic authentication identification system, serving the issuance of criminal records on the VNeID application. Bac Ninh is the first locality in the country to issue criminal records on VNeID in accordance with the procedures prescribed by the Ministry of Justice , and has so far received thousands of applications.

In recent years, digital transformation in Bac Ninh has had many positive changes and achieved remarkable results: The proportion of digital economy ranked 1/63 provinces and cities, reaching 56.83% of GRDP; Network information security index and ICT index ranked 4/63; Digital transformation index ranked 7/63.

The "Reflecting and recommending" application on mobile devices is evaluated by the Ministry of Information and Communications (now the Ministry of Science and Technology) as a typical application in implementing digital transformation tasks. To date, the application has been deployed in 252 agencies and units; receiving more than 12,000 feedback and recommendations, with a processing rate of more than 95%.

Digital infrastructure is invested and deployed synchronously, the provincial data center meets standards. 4G mobile network and smartphones are popularized. Specialized data transmission network is maintained stably. 5G network infrastructure is deployed early, leading the country with 200 stations. 100% of industrial parks in the province and most of the centers of districts, towns and cities, historical and tourist sites have been covered by 5G network.

In addition, science, technology and innovation activities are deployed synchronously, effectively, and in accordance with the province's conditions, gradually affirming their role and driving force in local socio-economic development. According to the 2024 Local Innovation Index issued by the Ministry of Science and Technology Announced, Bac Ninh ranked 11th out of 63 provinces and cities.

Bac Ninh also has a great advantage in attracting many domestic and foreign corporations and enterprises in the semiconductor industry to invest such as: Amkor, Hana Micron; Micro Commercial Components; ITM Semiconductor; Victory... This is a favorable foundation for the locality to grow rapidly, especially in the field of scientific research and development of high-quality human resources.

Determined to implement Resolution 57

As soon as Resolution 57 was issued, Bac Ninh proactively developed an action program, implementation plan and many related strategic contents. Establishing a provincial Steering Committee on Science and Technology Development, Innovation and Digital Transformation, and Administrative Reform headed by the Provincial Party Secretary, assigning specific tasks to each individual, agency and unit. This shows the province's strong political determination in implementing Resolution 57.

As the Standing Agency of the Provincial Steering Committee, the Department of Science and Technology has advised the province to successfully organize many activities such as: Forum "Science, Technology, Innovation and Digital Transformation - Bac Ninh Breakthrough and Development"; Launching the Venture Capital Fund for creative startups, technology incubation and digital transformation, and announcing 6 major problems, calling on digital technology enterprises to join hands to solve practical problems of the province; Organizing meetings with intellectuals and private enterprises in the field of science and technology; Launching the emulation movement to implement Resolution 57, the movement "Digital Literacy for the People" (has trained and popularized digital skills for nearly 20,000 officials and people); Launching the STEM Innovation Competition; Innovation Startup; Coordinate with the Ministry of Agriculture and Environment to organize a Conference to deploy the Plan to implement Resolution No. 57 in the field of agriculture and environment... These activities are very important to create a breakthrough in the development of science and technology, innovation and digital transformation in the province.

The programs and plans set out key tasks and solutions, aiming to make the development of science and technology, innovation and digital transformation a leading factor in the province's socio-economic development, a driving force that actively contributes to building digital government, digital economy and digital society. Specifically, the province strives to become a locality that has achieved advanced levels in many important fields by 2030, among the leading groups in the country in terms of science and technology and digital transformation potential, with some fields reaching national and international levels. There are 1-3 science and technology organizations ranked domestically, regionally and internationally. The digital transformation and digital transformation index reaches the Top 10 nationwide; the proportion of enterprises with innovative activities reaches more than 50%; the contribution of total factor productivity (TFP) to economic growth reaches more than 55%; the proportion of high-tech product exports to the total value of exported goods reaches 50%; 100% of people and businesses use online public services; 100% of records and results of administrative procedure settlement are digitized...; by 2045, the digital economy will account for 50% of GRDP.

To achieve the above goals, agencies, units and the entire political system continue to take drastic actions, focusing on key tasks to raise awareness and make breakthroughs in innovative thinking throughout society. As the main agency implementing Resolution 57, the Department of Science and Technology will synchronously deploy solutions, resolutely urge, monitor, and guide departments, branches, and units to perform assigned tasks. Focus on reviewing and advising on perfecting specific and outstanding mechanisms and policies to promote the development of science and technology, innovation, and digital transformation. Typically, policies to support enterprises, especially small and medium enterprises in technological innovation and creative startups; policies to attract investment in research and development (R&D), and pilot mechanisms for new technologies. Along with that, continue to perfect shared information systems, promote the effective implementation of Project 06, especially in cleaning, connecting, and sharing population data to serve administrative procedure settlement and online public service provision; promote the strengths of the leading locality in attracting investment, attracting research and production centers, applying AI technology as well as semiconductor technology headquartered in the province.

With high political determination, strong leadership and direction, especially the initial results achieved, Bac Ninh is laying a solid foundation for the effective implementation of Resolution 57. This not only helps improve the quality of life of the people but also creates a strong driving force, accompanying the whole country to rise up in the new era.
