From June 1, 2023, a number of departments, branches and localities will not accept paper documents for administrative procedures (AP) that are eligible for settlement in the electronic environment through the National and Provincial Public Service Portals. This is an important goal to promote digital transformation (DTS) in the field of administrative reform (AR).

Technical staff of the Department of Information and Communications actively supported the "one-stop" department of Hoa Phu ward, Thu Dau Mot city to review administrative procedures eligible for settlement on the digital platform.

On May 30 and 31, reporters were present at the "one-stop" departments of several communes, wards and towns in the province and recorded the high concentration and hard work of grassroots officials in the "sprint" race to not accept paper documents with administrative procedures eligible for settlement in the electronic environment through the National and Provincial Public Service Portals.

In Phu Hoa, Phu Tan, Phu My, Phu Loi, Phu Tho , Phu Hoa wards (Thu Dau Mot City), dozens of staff members are working hard to digitize records for people. Many tasks related to internal transmission lines or those that have not met requirements have been actively supported by technical staff from the Department of Information and Communications. In reality, in recent days, the Department of Information and Communications has sent many technical teams to each department, branch and locality to provide technical support with the determination to complete the tasks assigned by the province.

Mr. Do Van Binh, Chairman of Phu Tan Ward People's Committee, Thu Dau Mot City, shared that from January 1, 2023 to now, the entire ward has made every effort to digitalize in the field of administrative reform. The ward has digitized 5,836 records for people. "According to the direction of the province and the plan of Thu Dau Mot City People's Committee, from June 1, 2023, a number of administrative procedures eligible for settlement in the online environment will not accept paper records. Since then, the Party Committee and the People's Committee of the ward have resolutely directed the entire political system to participate in achieving the goal," Mr. Do Van Binh shared.

Mr. Nguyen Van An, Party Secretary, Chairman of the People's Committee of Hoa Phu Ward, Thu Dau Mot City, said that the ward always correctly, fully and promptly implements the resolutions, plans and directives of the province and Thu Dau Mot City on digital transformation and handling administrative procedures on a digital platform. The general viewpoint of the ward is to always strengthen connections and close coordination between the past and present, the present and the past; promote the achievements of each year, overcome difficulties and successfully complete administrative reform tasks.

According to the general direction of the province on not accepting paper applications that are eligible for settlement on the digital platform, the Ward People's Committee is directing the drastic implementation of the issues directed by the province, especially propaganda to facilitate people and businesses. "The Ward People's Committee has strengthened propaganda work on digital transformation, propaganda of administrative procedures that are eligible for online implementation on the ward's Fanpage, Zalo Hoa Phu groups and widely propagated on the ward's loudspeakers and mobile vehicles. Teams and groups go to each household and boarding house to propagate and guide; regularly hang banners and posters on the topic of digital transformation on roads and alleys...", said Mr. Nguyen Van An.

Determination

According to the plan of the Provincial People's Committee, from June 1, 2023, some eligible administrative procedures will not accept paper documents, such as: Procedures for issuing criminal records for Vietnamese citizens and foreigners residing in Vietnam; procedures for issuing copies from original books; procedures for issuing certified copies from certified original transaction contracts... The Provincial People's Committee has directed and requested departments, branches and sectors to digitize the province's administrative procedures, from the results of digitizing input documents so that people and businesses do not need to submit paper documents for the types of documents that have been digitized. According to the above roadmap, towards 2024 and 2025, the province strives to implement administrative procedures to ensure that they meet the requirements set by the province and assigned by the Central Government.

In recent times, departments, branches, People's Committees of districts, towns, cities and communes, wards and towns in the province have been determined to carry out digital transformation every day, especially in the field of administrative reform. Speaking at the conference to announce the results of the 2022 PAR Index of departments, branches, and localities, Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, requested leaders of agencies, branches and localities to be determined to carry out digital transformation in administrative reform, especially for administrative procedures that are eligible for settlement on a digital platform. "With the efforts of the entire political system, Binh Duong is striving to become a leading locality in administrative procedure reform, with the motto "Administrative service - user-centered", contributing to building the trust of people and businesses in State administrative agencies", Mr. Vo Van Minh emphasized.
