The meetings started with the people's stories.
On weekend evenings, the Du Ngoai village cultural center is once again brightly lit. Many party members have arrived early to prepare for the regular branch meeting.
The atmosphere at these meetings has changed. Instead of focusing heavily on administrative reports, the content of the meetings mainly revolves around issues close to people's lives, such as the environment, security and order, building a civilized lifestyle, or difficulties arising in the residential area.
The Du Ngoai village Party branch currently has 36 members, many of whom are retired officials and elderly Party members who still actively participate in local affairs. According to Mr. Bui Van Hung, Secretary of the Du Ngoai village Party branch, to create consensus, the Party branch must first be close to the people, understand the people, and resolve issues arising at the grassroots level.
"All village affairs are discussed openly and democratically. To gain the people's trust, officials and Party members must set a good example and practice what they preach," Mr. Hung shared.
To understand the people's concerns, the Party branch assigned each Party member to be in charge of specific residential areas, regularly monitoring the locality to promptly report any emerging issues. As a result, many minor incidents were resolved early, preventing them from escalating into conflicts.

As a party member with many years of experience working at the grassroots level, Mr. Dam Ngoc Thanh believes that the most important thing in mass mobilization work is to truly listen to the people.
"Having worked in the village for over 20 years, I've found that to gain people's consensus, officials must take the lead. When people see that something is reasonable and in the common good, they will support it," Mr. Thanh said.
Not only in Du Ngoai village, but many other Party branches in Dong Anh commune are also innovating their activities to be closer to the people.
In the Party cell of residential area No. 36, comprising residential groups 38 and 39, community meetings, the public address system, and Zalo groups are used to promptly gather residents' opinions and address emerging issues at the grassroots level.
According to Mr. Nguyen Hong Phong, Secretary of Party Branch No. 36, the most important thing to build a strong party branch is to maintain internal unity and promote the exemplary role of each party member.
"The Party branch is the core nucleus at the grassroots level, the bridge between the government and the people. To gain people's consensus, Party members must first set a good example, speaking in a way the people understand and acting in a way the people trust," Mr. Phong shared.
When party members take the lead, the people follow suit.
The spirit of "party members leading the way" is creating many positive changes in residential areas in Dong Anh commune.
In Du Ngoai village, some roads previously suffered from illegal dumping. After numerous Party branch meetings, individual Party members were assigned to directly visit households to disseminate information and encourage compliance. In addition, cadres and Party members also took the lead in participating in general clean-up efforts alongside the people.
Gradually, the village roads became cleaner, and the problem of indiscriminate garbage dumping decreased significantly. The villagers also developed a habit of maintaining a clean and shared living environment.

In residential areas 38 and 39, a plot of land that had been abandoned for many years, once used as a dumping ground for waste and construction materials, has now been transformed into a parking lot for residents. According to Mr. Nguyen Hong Phong, before implementing the project, the Party branch held numerous meetings to gather public opinion and gain consensus.
In a short period of time, residents voluntarily contributed over 100 million VND and hundreds of days of labor to renovate the area. To date, the parking lot is in use, helping to solve the parking shortage and giving the residential area a more presentable appearance.
Mr. Nguyen Trung Lap, a resident of neighborhood 38, shared that what inspires the most trust in the people is that officials and Party members are always the first to get things done. "Seeing the enthusiastic Party members taking the lead in everything, we residents are also ready to respond," Mr. Lap said.
According to Mr. Le Dang Ton, Standing Committee member of the Party Committee and Head of the Party Building Committee of Dong Anh commune, the commune's Party Committee assigns members of the Executive Committee to be in charge of specific areas to promptly grasp the situation at the grassroots level and resolve emerging issues right from the residential areas.
The commune Party Committee also established 8 working groups to attend and supervise Party branch meetings in order to improve the quality of activities at the grassroots level. In addition, the "Digital Party Branch, Digital Party Member" model was piloted at the Mach Trang village Party branch to innovate meeting methods towards a more modern and flexible approach...
Through concrete actions at the grassroots level, the role of the Party organization in daily life is becoming more evident. Unity within the Party branch, the pioneering spirit of cadres and Party members, and the consensus of the people have become the foundation for building civilized, cohesive, and sustainably developing residential areas.
