Plan to implement administrative unit arrangement and build a 2-level local government organization model
On April 7, 2025, the Government issued Resolution No. 74/NQ-CP promulgating the Plan for implementing the arrangement of administrative units (ADUs) and building a 2-level local government organization model (Plan).
The purpose of the Plan is to organize the dissemination and serious and effective implementation of Conclusion No. 127-KL/TW, Conclusion No. 130-KL/TW, Conclusion No. 137-KL/TW and Official Dispatch No. 43-CV/BCĐ to create unity in the awareness and actions of cadres, civil servants, public employees and workers in central agencies, organizations and units and local authorities at all levels; to create consensus and support from the people and public opinion.
At the same time, clearly define the roadmap and tasks to be performed at each time, ensuring that they are consistent with reality in order to successfully implement the goals, requirements, tasks and solutions stated in the Conclusions of the Politburo and the Secretariat. Clearly assign tasks, responsibilities and coordination among relevant ministries, branches, provincial (municipal) Party Committees, People's Councils, People's Committees of provinces and centrally-run cities and relevant agencies in directing and organizing implementation.
Perfecting policies and laws on the organization of two-level local government
One of the tasks and solutions set out in the Plan is to perfect policies, laws and guiding documents as a basis for the arrangement of administrative units and the organization of two-level local governments.
Based on the assigned functions, tasks and powers, central ministries and branches shall proactively propose and submit to competent authorities for promulgation or promulgate under their authority legal documents and guidance documents to resolve issues related to the arrangement of administrative units, termination of operations of district-level administrative units and the organization of two-level local governments, ensuring that after the arrangement of administrative units, the organization of two-level local governments operates smoothly, without interruption, and without legal gaps. Completion date is before June 30, 2025.
Ministries and ministerial-level agencies shall preside over and review the tasks, powers, competences, and administrative procedures of district-level authorities under the management of their ministries and branches, and the contents that can be decentralized from the Government, Prime Minister, Ministers, and Heads of ministerial-level agencies to local authorities at provincial and commune levels. On that basis, proactively promulgate according to their authority or propose and report to the Government to promulgate documents on other provisions of laws, resolutions of the National Assembly, resolutions, and ordinances of the National Assembly Standing Committee. Completion date is before June 30, 2025.
In particular, the Government assigned the Ministry of Home Affairs to advise and submit to the Government for submission to the National Assembly to promulgate a new Law replacing the Law on Organization of Local Government in 2025; a new Law replacing the Law on Cadres and Civil Servants in 2008 (amended and supplemented in 2019). Completion date is before April 30, 2025.
The Ministry of Home Affairs shall advise and submit to the Government for submission to the National Assembly Standing Committee a draft Resolution on the arrangement of administrative units in 2025 before April 8, 2025.
Before June 30, 2025, the Ministry of Home Affairs shall preside over and coordinate with ministries, branches and localities to submit to the Government for promulgation a Decree replacing Decree No. 61/2018/ND-CP dated April 23, 2018 of the Government on implementing the one-stop and one-stop mechanism in handling administrative procedures; submit to the Government for promulgation a Decree stipulating the number of Vice Chairmen of the People's Committee and the process and procedures for electing, resigning, dismissing, removing, transferring and removing members of the People's Committee, and delegating the authority of Chairmen of the People's Committees at all levels; submit to the Government for promulgation a Decree stipulating the organization of specialized agencies under the People's Committees of wards, communes and special zones; job positions associated with the payroll of each specialized agency under the People's Committees of wards, communes and special zones; submit to the Government for promulgation a Decree amending and supplementing the table of allowances for leadership positions in state agencies and state-owned enterprises; Agencies and units of the People's Army and the People's Police promulgate Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces; issue Circular guiding on regional allowances, attraction allowances for cadres, civil servants, public employees and armed forces; areas applying minimum wage for employees in the enterprise sector.
Before November 1, 2025, the Ministry of Home Affairs shall preside over and coordinate with central ministries, branches and localities to issue a Circular regulating the establishment and management of administrative unit boundary records.
The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and branches to issue: Guidelines on the arrangement, consolidation of the organization and operation of People's Councils and People's Committees of wards, communes and special zones; the recognition of safe zones, safe zone communes, island communes, Heroic units of the People's Armed Forces, and Heroic Labor Zones to reorganize and reorganize administrative units at the commune level; guidelines on the management of document and archive work when arranging and merging provincial-level administrative units and arranging and reorganizing administrative units at the commune level; guidelines on standards for titles, ranks and regimes and policies on salaries and allowances for cadres and civil servants in wards, communes and special zones when reorganizing administrative units at the commune level; guidelines on the organization of specialized agencies under the People's Committees of wards, communes and special zones; the development of job positions associated with the payroll of each specialized agency under the People's Committees of wards, communes and special zones; Arrangement and assignment of cadres, civil servants and public employees when merging provincial-level administrative units, reorganizing commune-level administrative units and organizing the implementation of two-level local government before April 10, 2025.
Before April 10, 2025, the Ministry of Home Affairs shall coordinate with relevant ministries and branches to advise the Government Steering Committee to direct the Ministry of Finance, the State Bank of Vietnam, and relevant agencies to continue researching and having plans to arrange tax agencies, state treasury, customs, social insurance, statistics, banks, etc. in accordance with the merger of provincial-level administrative units and the implementation of the 2-level local government organization model.
The Ministry of Justice shall advise and submit to the Government for submission to the National Assembly for promulgation of the Law amending and supplementing the Law on Promulgation of Legal Documents and the Resolution amending and supplementing Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus or a new Resolution regulating the handling of a number of issues related to the organization of two-level local governments (if necessary). Completion date is before May 15, 2025.
Before April 10, 2025, the Ministry of Justice shall preside over and coordinate with relevant ministries and branches to submit to the Prime Minister for assignment of ministries and ministerial-level agencies to develop and submit to the Government for promulgation Decrees in specialized fields related to the organization, tasks and powers of local authorities at provincial and commune levels.
Before April 10, 2025, the Ministry of Justice shall issue guidelines for handling issues arising in the fields of civil status, registration of security measures when implementing the arrangement and reorganization of administrative units at all levels,... and other related issues in the field of state management of the Ministry of Justice.
The Ministry of Agriculture and Environment shall preside over and coordinate with relevant ministries and branches to issue: Guidelines for reviewing, supplementing and adjusting issues related to new rural construction and policies under the National Target Program on New Rural Development, projects, sub-projects and activities under the National Target Program on Sustainable Poverty Reduction of administrative units carrying out rearrangement and reorganization; guidelines for adjusting cadastral records, land use right certificates, assets attached to land; land database; providing natural area data of administrative units carrying out rearrangement and reorganization,... and other related issues under the state management of the Ministry of Agriculture and Environment before April 10, 2025.
Before April 10, 2025, the Ministry of Public Security shall preside over and coordinate with relevant ministries and branches to issue guidelines for the withdrawal of old seals, engraving of seals, and changes in the residential addresses of citizens due to changes in the boundaries and names of administrative units with the national database system on population, citizen identification and electronic identification; removing obstacles regarding judicial records; reviewing and providing data on actual population at administrative units at all levels,... and other related issues under the state management of the Ministry of Public Security.
Before April 10, 2025, the Ministry of National Defense shall preside over and coordinate with relevant ministries and branches to issue guidelines for reviewing and identifying administrative units in border areas and key defense areas; building military defense zones when organizing two-level local governments; organizing the building of militia and self-defense forces at administrative units subject to rearrangement and reorganization,... and other related issues under the state management of the Ministry of National Defense.
The Ministry of Finance shall preside over and coordinate with relevant ministries and branches to issue documents guiding the implementation of public investment capital sources and the adjustment of public investment capital plans for the period 2026 - 2030; the determination of investment incentives; procedures for adjusting investment projects in case of changes in administrative unit boundaries; changes in information in the certificate of registration of enterprises, cooperatives, business households, business licenses of individuals and organizations when implementing the arrangement of administrative units and the organization of two-level local governments; advise competent authorities to provide financial support to localities (provincial level) with difficulties in funding sources when implementing the arrangement of administrative units under the direction of competent authorities. Completion date is before April 10, 2025.
Before April 10, 2025, the Ministry of Ethnic Minorities and Religions shall preside over and coordinate with relevant ministries and branches to issue guidelines for implementing the regimes and policies of the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas at the administrative units subject to rearrangement; the Ministry of Culture, Sports and Tourism shall issue guidelines for reviewing, adjusting and identifying the administrative units with relics recognized and ranked as world cultural and natural heritages, special national historical heritages of the administrative units subject to rearrangement and reorganization,... and other related issues under the state management of the Ministry of Culture, Sports and Tourism.
Before April 10, 2025, the Ministry of Construction shall preside over and coordinate with relevant ministries and branches to issue guidelines for reviewing urban planning and assessing the urban quality of administrative units after the rearrangement; issue guidelines for reviewing, numbering and attaching house and construction number plates in urban and rural areas to ensure scientific, consistent and synchronous operation in urban, rural and mountainous areas; meet the requirements in state management, associated with synchronization and connection of national data on population, land, information systems, digital addresses, etc. and other related issues in the field of state management of the Ministry of Construction.
The Ministry of Science and Technology issues guidelines on e-government and digital government to meet digital transformation requirements; on building a data system that connects and interconnects local governments at the commune and provincial levels, interconnects with central agencies, etc., and other related issues under the state management of the Ministry of Science and Technology. The Ministry of Health issues guidelines on the arrangement and organization of medical facilities at administrative units that carry out arrangement and reorganization, etc., and other related issues under the state management of the Ministry of Health. Completion date is before April 10, 2025.
Before April 10, 2025, the Ministry of Education and Training shall issue guidelines to ensure the maintenance and improvement of the quality and efficiency of the operations of educational and training institutions at administrative units that are being rearranged and reorganized; provide guidance on state management of educational and training institutions in provinces and cities when the operations of district-level administrative units are terminated, the reorganization of grassroots-level administrative units in localities, etc., and other related issues under the state management of the Ministry of Education and Training.
Summary of the arrangement of administrative units at all levels before September 20, 2025
According to the Plan, before April 18, 2025, the Ministry of Home Affairs will preside over and coordinate with relevant ministries and branches to organize a national conference to deploy to central ministries, branches and localities immediately after the Politburo's dissemination conference.
Regarding the implementation of the arrangement and reorganization of commune-level administrative units , according to the Plan, the Provincial People's Committee shall prepare a project dossier before May 1, 2025. Before May 30, 2025, the Ministry of Home Affairs shall appraise and prepare the Government's project dossier to submit to the National Assembly Standing Committee.
Regarding the implementation of the arrangement of provincial administrative units , the Plan clearly states that before May 1, 2025, the provincial People's Committee will prepare a project dossier. Before May 30, 2025, the Ministry of Home Affairs will prepare a project dossier of the Government to submit to the National Assembly. The Committee on Law and Justice will review, the National Assembly will consider and approve before June 20, 2025.

Conclusion of Prime Minister Pham Minh Chinh at the third national online meeting of the Steering Committee for the implementation of eliminating temporary and dilapidated houses nationwide
The Government Office has just issued Notice No. 158/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh at the third national online meeting of the Steering Committee for the implementation of eliminating temporary and dilapidated houses nationwide.
The concluding announcement stated that, immediately after the Second Session, the Government, the Vietnam Fatherland Front and ministries, branches and localities focused on implementing the tasks and solutions set out and achieved some outstanding results such as: Fully issuing documents under their authority to promote the implementation of the program to eliminate temporary and dilapidated houses nationwide; localities have completed the establishment and consolidation of 3-level steering committees at the local level; localities have mobilized more than 2.7 trillion VND. More than 16,000 houses have been completed and handed over and more than 18,000 houses have been started, especially on the occasion of the Lunar New Year At Ty, more than 48,000 households were able to celebrate Tet in new houses.
However, the implementation of the Program still has some shortcomings and limitations that need to be urgently overcome; in which: some localities have not reported the results of the review and approval of the need to eliminate temporary and dilapidated houses as a basis for organizing support implementation; have not proactively contacted to receive support, have a mentality of waiting and relying on support resources from the central government; some agencies and localities lack interest, are not proactive, creative, and flexible in organizing implementation...
Implementing the policies of the Party and State, the direction of the Government and the Prime Minister, completing the elimination of temporary and dilapidated houses by 2025 is identified as a particularly important political task of the entire political system, localities, ministries and related sectors, with the spirit of "only discussing action, not retreating"; Determined to basically complete the goal of eliminating temporary and dilapidated houses nationwide by October 31, 2025 .
During the implementation process, it is necessary to strictly follow the motto "Party leads, State manages, Fatherland Front and mass organizations support, people are the masters"; task assignment must ensure "5 clarity: clear people, clear work, clear responsibility, clear time, clear results".

Commendation of typical examples in carrying out the task of eliminating temporary and dilapidated houses
To achieve the basic goal of eliminating temporary and dilapidated houses nationwide in 2025, focusing on completing more than 101,000 houses in a short time from now until the end of the year, the Prime Minister requested the Ministers, Heads of ministerial-level agencies, Government agencies, requested the Secretaries of Provincial and Municipal Party Committees and requested the Chairmen of People's Committees of provinces and centrally-run cities to focus on directing the urgent implementation of the following tasks:
The Ministry of Ethnic Minorities and Religions shall preside over and coordinate with relevant ministries and agencies to urgently review and submit to the Prime Minister and Head of the Steering Committee the reorganization of the Steering Committee, identify the standing agency of the Steering Committee; amend and supplement the Operating Regulations; and the Work Program for 2025.
The Ministry of Ethnic Minorities and Religions regularly urges and requires localities to review and complete plans by day, week, month, quarter and from now until the end of the year to complete the goal of eliminating temporary and dilapidated houses in the area.
The Ministry of Ethnic Minorities and Religions shall preside over and coordinate with the Ministry of Finance, the Central Committee of the Vietnam Fatherland Front and localities to review and propose adjustments to support funding from the mobilized funding source in the Launch Program and funding from the 5% savings source of regular expenditure in 2024 in accordance with actual needs through review; update and clearly identify difficulties and problems of localities to proactively resolve within their authority or advise and propose to the Prime Minister and the Central Steering Committee on issues beyond their authority to ensure progress, goals and requirements set forth.
The Ministry of Ethnic Minorities and Religions closely monitors, promptly synthesizes, and reports to competent authorities to commend good practices and typical examples, and considers disciplining cases of slow progress and inactivity in performing the task of eliminating temporary and dilapidated houses at meetings of the Steering Committee.
The Ministry of Construction shall preside over and coordinate with relevant ministries and agencies to submit to competent authorities for early allocation of funds, guidance, supervision, and inspection of support for new construction or renovation and repair of houses for people with revolutionary contributions and relatives of martyrs; regularly guide localities in researching and designing a number of typical housing models and materials that ensure technical requirements, quality, efficiency, and suitability with the culture, customs, and characteristics of each locality and region.
The Ministry of Construction coordinates with the Ministry of Agriculture and Environment and the Ministry of Ethnic Minorities and Religions to urge, inspect and supervise localities in implementing housing support policies for poor and near-poor households according to regulations.
Allocate capital to support housing for poor and near-poor households

The State Bank of Vietnam urges credit institutions to transfer support funds to localities and continue to actively participate in supporting the elimination of temporary and dilapidated houses.
Provinces and centrally-run cities shall resolutely direct to strive to basically complete the goal of eliminating temporary and dilapidated houses by October 31, 2025; assign local focal points; daily update and summarize the results of eliminating temporary and dilapidated houses according to the guided statistical software to promptly summarize and report to the Central Steering Committee according to regulations.
Provinces and centrally-run cities prioritize housing support for people with meritorious services; have solutions to mobilize and mobilize all resources to support households in saving on labor costs for building and repairing houses.
Conclusion of the Government Standing Committee on implementing investment in the expressway from Ca Mau city to Dat Mui
The Government Office has just issued Notice No. 161/TB-VPCP dated April 7, 2025 concluding the Government Standing Committee's conclusion on implementing investment in the expressway from Ca Mau city to Dat Mui.
The conclusion announcement stated that the investment in the construction of the expressway from Ca Mau city to Dat Mui is extremely necessary, as directed by the General Secretary in Notice No. 109-TB/VPTW dated November 20, 2024 of the Central Office, to seamlessly connect the North-South expressway in the East to Dat Mui and Hon Khoai port in Ca Mau province, helping to promote socio-economic development and ensure national defense and security of the Mekong Delta region and the whole country.
Recently, the Prime Minister has directed Ca Mau province and relevant ministries and branches to urgently study the investment plan for the route, striving to start the project in 2025; however, the implementation has been delayed, and there is no consensus on the agency investing in the route.
To invest in the route soon, the Government Standing Committee agreed in principle to assign the Ministry of National Defense to invest in the expressway from Ca Mau city to Dat Mui in accordance with the law on public investment and relevant laws. Assign the Ministry of Finance to preside over and coordinate with the Ministry of Construction, the Ministry of National Defense, the People's Committee of Ca Mau province and relevant agencies to complete the dossier and procedures in accordance with the law, and submit them to the Prime Minister for consideration and decision.
Clear the land and ensure project start before September 2, 2025.
The People's Committee of Ca Mau province is responsible for carrying out project construction and site clearance to ensure the commencement of the investment project to build the above expressway before September 2, 2025.
