Support for localities to overcome the consequences of storm No. 3

On September 14, 2024, Deputy Prime Minister Ho Duc Phoc signed Decision 980/QD-TTg Support 30 billion VND for Yen Bai province from the central budget reserve in 2024 to overcome the consequences of storm No. 3 and stabilize people's lives.

On September 15, 2024, Deputy Prime Minister Ho Duc Phoc signed Decision 984/QD-TTg Support 150 billion VND for Lao Cai province from the central budget reserve in 2024 to overcome the consequences of storm No. 3 and stabilize people's lives.

At the same time, on September 15, 2024, Deputy Prime Minister Ho Duc Phoc signed decisions to provide food, supplies, equipment, and disinfectant chemicals from the national reserve to localities to overcome the consequences of storm No. 3. Specifically:

At Decision 985/QD-TTg, the Deputy Prime Minister requested the Ministry of Health to issue 1,765,000 Aquatabs 67mg water disinfectant tablets free of charge from the national reserve to the provinces of Lao Cai, Phu Tho, Bac Kan, Vinh Phuc, Dien Bien, Cao Bang and the Ministry of Health.

At Decision 986/QD-TTg, the Deputy Prime Minister requested the Ministry of Finance to provide 182,585 kg of rice and supplies and equipment from the national reserve to the provinces of Hung Yen, Cao Bang, Phu Tho, and Bac Kan.

Urgently research and invest in building new Phong Chau bridge

Deputy Prime Minister Tran Hong Ha signed Official Dispatch No. 96/CD-TTg dated September 16, 2024 of the Prime Minister on urgently studying and investing in the construction of a new Phong Chau bridge on National Highway 32C connecting Tam Nong district and Lam Thao district, Phu Tho province.

The telegram assigned the People's Committee of Phu Tho province as the presiding agency, urgently coordinating with the Ministry of Transport and relevant agencies to immediately deploy research, survey, and complete procedures to prepare for investment in the project to build a new Phong Chau bridge on National Highway 32C, ensuring solidity and safety in all rain and flood conditions; report to competent authorities before October 1, 2024.

The Government issued Resolution No. 143/NQ-CP September 17, 2024 on key tasks and solutions to urgently overcome the consequences of storm No. 3 (Yagi), quickly stabilize the people's situation, promote the recovery of production and business, actively promote economic growth, and control inflation well.

6 groups of key tasks and solutions include: 1- Group of key tasks and solutions on protecting people's lives, safety and health; 2- Group of key tasks and solutions on supporting the restoration of social and living activities to stabilize people's lives; 3- Group of key tasks and solutions on supporting production establishments, business households, cooperatives and enterprises to quickly restore production, supply and labor chains, restore and promote production and business development, economic growth; 4- Group of key tasks and solutions on preparing to respond to natural disasters, storms, floods, landslides, etc. in the coming time; 5- Group of tasks and solutions on mechanisms, policies and solutions to reduce and simplify administrative procedures to implement support policies; 6- Group of tasks and solutions on controlling inflation and promoting economic growth.

The Prime Minister issued Directive No. 34/CT-TTg September 16, 2024 on the development of digital transformation projects of ministries, branches and localities.

The Prime Minister requested that the digital transformation project, when being built, must be based on the following principles: Selecting breakthroughs that have a wide range of impacts on industries, fields, and localities under management. Solving these issues will create key driving forces to promote activities and create breakthroughs in digital transformation and digital economic development of ministries, sectors, and localities.

3 cases are exempted from foreign language exam when recruiting civil servants

According to Decree No. 116/2024/ND-CP dated September 17, 2024 amending and supplementing a number of regulations on recruitment, use and management of civil servants. From September 17, 2024, there are 3 cases exempted from foreign language exams when recruiting civil servants.

1- Have a foreign language major diploma in accordance with the foreign language requirements of the job position, at the same training level or at a higher training level than the professional and technical training level required by the job position applied for;

2- Have a diploma of the same training level or at a higher training level than the professional training level required by the job position, study abroad in a foreign language according to the requirements of the job position or study in a foreign language according to the requirements of the job position in Vietnam, recognized by a competent authority or automatically recognized according to the provisions of law;

3- Have a certificate of ethnic minority language applying for a job position directly related to ethnic minorities or a job position working in an ethnic minority area; be an ethnic minority applying for a job position directly related to ethnic minorities or a job position working in an ethnic minority area.

Amending regulations on handling of erased or altered practice licenses and certificates

The Government issued Decree No. 117/2024/ND-CP dated September 18, 2024 amending and supplementing a number of articles of Decree No. 82/2020/ND-CP dated July 15, 2020 of the Government stipulating sanctions for administrative violations in the fields of judicial assistance; judicial administration; marriage and family; civil judgment enforcement; and bankruptcy of enterprises and cooperatives.

In particular, Decree No. 117/2024/ND-CP amends and supplements the provisions of Decree No. 82/2020/ND-CP related to the application of additional penalties: "Confiscation of exhibits being licenses, practice certificates... erased or modified to distort the content" for the act of intentionally erasing or modifying the content of licenses, practice certificates, and business registration certificates into a remedial measure of "forcing the return of certificates, confirmations, licenses, permission documents, and certificates erased or modified to distort the content to the competent authority or person that issued such certificates, confirmations, licenses, permission documents, and certificates".

At the same time, Decree 117/2024/ND-CP also supplements regulations on procedures for implementing this remedial measure.

Deputy Prime Minister Tran Hong Ha signed Decision No. 1009/QD-TTg dated September 19, 2024 approving the task of adjusting the Master Plan for construction of Dong Dang - Lang Son Border Gate Economic Zone, Lang Son province until 2045.

The goal of the planning adjustment is to continue to build Dong Dang - Lang Son Economic Zone to maintain its position as the most important land trade border gate in the country, an important land transit point in connecting China - Vietnam - Southeast Asian countries; and a driving force to promote the development of Lang Son urban area to become a green border city associated with a smart border gate with a modern infrastructure system.

Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1010/QD-TTg dated September 19, 2024 to establish the State-level Council to consider and award the titles of "People's Artisan" and "Meritorious Artisan" in the field of handicrafts for the 5th time.

The Council is responsible for assisting the Prime Minister in organizing the review and selection of individuals who meet the conditions and standards to submit to the Prime Minister for proposal to the President to decide on awarding the title of "People's Artisan" and "Meritorious Artisan" in the field of handicrafts for the 5th time.
