According to information from the Department of Planning and Investment - the standing agency of the Steering Committee for Administrative Reform, improving the index of improving competitiveness and digital transformation of the province, in 2022, this index was evaluated by enterprises: Tra Vinh province performed the best in the country in terms of: no harassment when handling procedures for enterprises; no need to pay unofficial costs when carrying out procedures to request a conditional business license in the province and for environmental inspectors, inspectors, and market managers. The inspection program and plan for 2022 were built to ensure focus and key points; the implementation of assessment indicators on unofficial costs was evaluated well by enterprises.
Identifying the importance of improving the investment and business environment, raising the province's PCI index in the period of 2021 - 2025, with a vision to 2030, the Provincial Inspectorate has "joined hands" with departments, branches and localities, especially raising awareness, responsibility, dynamism, innovation, creativity, and management quality in improving the PCI index; promoting administrative reform and efficiency in inspections, in order to create an open, transparent and favorable business environment, creating a driving force to attract investment and develop enterprises.

With the role of state management and being assigned to be in charge of the unofficial cost component index, the Provincial Inspectorate has "joined hands" with sectors and localities to effectively carry out assigned tasks and fields. In particular, strengthening the inspection and supervision of cadres, civil servants and public employees at the reception and result delivery department, preventing the occurrence of unofficial costs; coordinating with units and localities to strengthen the inspection and supervision of cadres, civil servants and public employees working at the reception and result delivery department to control the implementation of public duties.
In particular, coordinate with the Department of Home Affairs to advise the Provincial People's Committee to issue Plan No. 06/KH-UBND, dated January 30, 2023 on public service inspection in 2023 in the province; issue a decision to establish a public service inspection team, the Public Service Inspection Regulations in 2023 and conduct public service inspections in the province according to regulations.
In the third quarter of 2023, the public service inspection team conducted 31 inspections and issued inspection conclusion notices at 25 agencies and units. After receiving the inspection conclusion notices, the inspected units took steps to overcome shortcomings in management, leadership, direction, and operation in the implementation organization and reported the results of overcoming the recommendations of the inspection conclusion. To date, the agencies and units have reported the results of overcoming the shortcomings that were pointed out.
The informal cost component index measures the expenses that enterprises have to pay for expenses not related to production, investment, fines and other unusual expenses under normal production and business conditions. This index is strictly evaluated by enterprises when considering choosing investment locations and evaluating the business environment. Although the number of limited indicators in 2022 increased and the ranking was lower than in 2021, Tra Vinh province had 04 good indicators ranked first in the country, so the ranking decreased insignificantly. |
At the same time, units and localities shall implement the public service inspection plan, issue the public service inspection and self-inspection plan in 2023 for agencies and units under their management; continue to implement documents of superiors regulating public service responsibilities; post and organize the implementation of regulations on discipline, administrative discipline, codes of conduct, office culture regulations and handling of administrative procedures; promptly specify the contents of regulations on discipline and administrative discipline of superiors for deployment and implementation within the agency; establish and maintain the operation of the reception and return of results department to serve the people; regularly inspect the implementation of the working hours regime of cadres, civil servants, and public employees, etc.
The Provincial Inspectorate also conducts inspections and examinations of enterprises and sectors that have strictly implemented Directive No. 20/CT-TTg, dated May 17, 2017 of the Prime Minister on rectifying inspection and examination activities for enterprises; the Provincial Inspectorate issues documents guiding the Inspectorate of provincial departments and sectors; districts, towns and cities to develop inspection plans for 2023 and submit them to the heads of the same level for approval and implementation; including the content of inspection and examination of enterprises in accordance with the direction of the Prime Minister and Decision No. 867/QD-UBND, dated May 13, 2021 of the Provincial People's Committee on promulgating the Regulation on coordination between functional agencies in the province in state management of enterprises after establishment registration.
The Provincial Inspectorate has taken the lead in handling and overcoming the "overlapping" of inspections and advised the Chairman of the Provincial People's Committee to issue Decision No. 1142/QD-UBND, dated July 28, 2023, approving the list of inspection and examination plans for enterprises in 2023 in the province. In 2022 and 9 months of 2023, the Provincial Inspectorate will develop an Inspection Plan to ensure compliance with the inspection program orientation; in accordance with the direction of the superior State agency; and at the same time, meet the requirements of the local political tasks.
The inspection work program and plan are built to ensure focus and key points; closely follow political tasks, and meet the requirements of socio-economic development of the province. Inspection activities focus on rectifying and promptly handling violations of the law; promoting and improving the effectiveness and efficiency of state management, administrative reform, practicing thrift, fighting waste and preventing and combating corruption; inspection activities are linked to the settlement of administrative procedures;
Advise the Chairman of the Provincial People's Committee to publicize administrative procedures within the scope of management; improve the operational efficiency of the unit's receiving and returning results department; publicly and transparently disclose processes, procedures, and records for handling work of individuals, organizations, and enterprises; improve the public ethics of cadres, civil servants, and public employees in performing public duties.
