On the morning of October 23, continuing the 10th Session, the National Assembly listened to the Presentation and Review Report of the draft Law on Disease Prevention.
Supplementing regulations on prevention and control of non-communicable diseases
Presenting the Project Report on Disease Prevention Law, Minister of Health Dao Hong Lan stated that the draft Law has provided an overview of the State's policies on disease prevention, priority in supporting and encouraging individuals and organizations to participate in disease prevention, policies to create resources for disease prevention, promote the movement of the entire population to proactively take care of their health, build a health culture among the people and encourage, support and direct the construction of models of safe and healthy communities, schools and workplaces, to protect and improve the overall health of people, students, workers, etc.

The draft Law stipulates the classification of infectious diseases and epidemics. At the same time, it comprehensively stipulates measures to prevent and combat infectious diseases and epidemics. For measures directly related to human rights and civil rights, the principles in the law are stipulated such as: infectious disease surveillance, medical isolation, medical quarantine, ensuring biosafety and biosecurity in testing, using vaccines and biological products, etc.

The new point of the Law is the regulation on prevention and control of non-communicable diseases. The Draft Law assigns the Minister of Health to regulate the prevention and control of other risk factors causing non-communicable diseases through activities to ensure proper nutrition, increase physical activity, and prevent and control risk factors related to non-communicable diseases.
Supplementing regulations on prevention and control of mental health disorders, ensuring nutrition in disease prevention, and conditions to ensure disease prevention.
Counseling , monitoring, and early detection for people at high risk of non-communicable diseases
The report on the review of the Law on Disease Prevention was presented by the Chairman of the Committee on Culture and Society, Nguyen Dac Vinh. Accordingly, regarding the prevention and control of non-communicable diseases, the Committee proposed to continue to study and supplement the full provisions according to the solutions selected in the Impact Assessment Report, including studying the institutionalization of the contents related to the prevention and control of non-communicable diseases in Resolution 72-NQ/TW of the Politburo on a number of breakthrough solutions, strengthening the protection, care and improvement of people's health.

In addition, the study added regulations on the mechanism to ensure the implementation of the contents on "consultation, monitoring, early detection, and preventive treatment for people at high risk of non-communicable diseases" in Article 29 to ensure feasibility in implementation.
Regarding the prevention of mental health disorders, the Committee recommends that additional research be conducted to clarify the subjects at high risk of mental health disorders; measures to prevent mental health disorders and funding sources for these activities. Additional research should be conducted on regulations related to mental health, prevention and control of mental disorders for students and people with psychological trauma after natural disasters.

Regarding nutrition in disease prevention, the Committee proposed to study and supplement regulations to ensure full application of the principle that "nutrition in disease prevention must be implemented throughout the life cycle, according to each age group and each subject" as stipulated in Clause 1, Article 32; consider supplementing the principle that the implementation of nutrition in disease prevention only prescribes recommendations for the use of nutritional products, not mandatory use of nutritional products.
