Politburo Directive on strengthening child care, education and protection

After 10 years of implementing Directive No. 20-CT/TW, the work of caring for, educating and protecting children has achieved many positive results; awareness and responsibility of Party committees, Party organizations, authorities, families and society; organization, policies, resources, health care , education, recreation, entertainment systems, and social services have been enhanced, basically meeting the requirements of caring for, educating and protecting children; children's rights and children in special circumstances and facing difficulties in life have been given attention. Coordination between levels, sectors, organizations, families, schools and society has become increasingly close and effective. Vietnam is highly appreciated by the international community in implementing international commitments related to children.

To strengthen and improve the quality of child care, education and protection, effectively implement the Party's guidelines, the State's policies and laws, and ensure that children receive the best care, education and protection, the Politburo requires Party committees and organizations at all levels to perform well the following key tasks and solutions:

1. Focus on leadership, direction, and implementation of the Party's policies in line with local and unit realities; raise awareness and responsibility for the development of future generations in conjunction with the development of a prosperous and happy country.

2. Perfecting policies, laws; standards and procedures for accessing basic social services for children in line with the new period. Innovating socialization mechanisms and policies, encouraging and mobilizing organizations, businesses, individuals and society to participate and coordinate in effectively implementing policies, goals, targets, solutions and models for child care, education and protection; Ensuring the leading role of the state budget and allocating resources reasonably in implementing policies for children;

3. Improve the effectiveness of state management, create consistency in the implementation of policies and laws; ensure that children are the center of development policies and strategies; are given priority in integrating into national, sectoral and local development strategies, plans and goals. Research, integrate and develop a comprehensive national strategy on child development; promote the implementation of the national action program for children; perfect the organization of the state management apparatus on children;

4. Improve the effectiveness of implementing policies on nurturing, health care, education, recreation, entertainment, cultural activities, arts, physical education, sports, and tourism to create synchronization and continuous development from the early years to adulthood of children, especially children in special circumstances, in difficult areas, remote areas; Strengthen the protection of children from harmful information on cyberspace and society, issues affecting comprehensive development;

5. Strengthen the role of the Vietnam Fatherland Front, socio-political organizations, mass organizations, social organizations, news agencies, and the press in mobilizing and propagating the Party's guidelines and the State's policies and laws; Pay attention to ensuring children's rights, creating conditions for children to participate in related issues in the family, school, and children's organizations. Strengthen cooperation, participation, and promote the role of active members in implementing the United Nations Convention, global and regional movements on implementing and protecting children's rights./.
